Early Life and Education
</h4>
<p>
Born on July 13, 1875, in Tondo, Manila, Santiago was a well-educated individual. He graduated from the <a href="https://kahimyang.com/kauswagan/articles/763/today-in-philippine-history-november-20-1645-the-university-of-santo-tomas-was-elevated-to-university-status-by-pope-innocent-x" class="news_link">University of Santo Tomas</a> and was a practicing accountant.

Involvement in the Katipunan
</h4>
<p>
Santiago joined the <a href="https://kahimyang.com/kauswagan/articles/906/about-the-katipunan" class="news_link">Katipunan</a>, a secret society that sparked the Philippine Revolution, in 1893. He was among those tasked to organize popular councils in key areas in Manila and its environs. He was elected secretary of the secret society's second Supreme Council under the presidency of <a href="https://kahimyang.com/kauswagan/articles/1336/today-in-philippine-history-november-9-1892-ramon-basa-was-initiated-into-the-katipunan" class="news_link">Roman Basa</a>.

Personal Life
</h4>

During his time in the Katipunan, Santiago met his future wife <a href="https://kahimyang.com/kauswagan/articles/1475/today-in-philippine-history-july-18-1875-marina-dizon-was-born-in-trozo-in-manila" class="news_link">Marina Dizon</a>, daughter one of the founders of the Katipunan, Jose Dizon. Marina was also a member of the Katipunan's women's auxiliary. Santiago and Marina, witnessed the wedding of <a href="https://kahimyang.com/kauswagan/articles/786/today-in-philippine-history-november-30-1863-andres-bonifacio-was-born-in-tondo-manila" class="news_link">Andres Bonifacio</a> to <a href="https://kahimyang.com/kauswagan/articles/1494/today-in-philippine-history-may-9-1875-gregoria-de-jesus-was-born-in-caloocan" class="news_link">Gregoria de Jesus</a>. Santiago himself married Marina on September 16, 1894, at the Binondo Church in Manila. They would eventually have eight children.
