Early Life and Education
</h4>
<p>
Filemon Sotto was born in Cebu on November 22, 1872, to Marcelino Antonio Sotto y Legaspi and Pascuala Yap y Sutco. Filemon is the elder brother of <a href="https://kahimyang.com/kauswagan/articles/1077/today-in-philippine-history-april-18-1877-vicente-yap-sotto-was-born-in-cebu-city" class="news_link">Vicente Sotto</a>. He pursued his early education at <a href="https://kahimyang.com/articles/2964/the-history-of-the-university-of-san-carlos-of-cebu" class="news_link">Colegio de San Carlos</a> and later attended <a href="https://kahimyang.com/kauswagan/articles/2884/the-history-of-colegio-de-san-juan-de-letran" class="news_link">San Juan de Letran College</a> and the <a href="https://kahimyang.com/kauswagan/articles/763/today-in-philippine-history-november-20-1645-the-university-of-santo-tomas-was-elevated-to-university-status-by-pope-innocent-x" class="news_link">University of Santo Tomas</a>, where he earned his law degree and passed the bar examinations in 1905.

Political Career
</h4>
<p>
Sotto's political career began in 1903 when he was elected as member and vice president of the municipal board of Cebu. He later served as the congressman of Cebu's 3rd district for the Philippine Assembly from 1907 to 1916. His political journey continued as he became a senator of the Philippine Legislature from 1916 to 1922. 
</p>

Sotto was elected delegate to the 1934 Constitutional Convention. He was appointed as the chairman of a distinguished group known as the "Seven Wise Men", a group responsible for preparing the draft of the <a href="https://kahimyang.com/kauswagan/articles/1128/today-in-philippine-history-may-14-1935-the-constitution-of-the-philippines-was-ratified" class="news_link">1935 Constitution</a>. The "Seven Wise Men" included notable figures such as <a href="https://kahimyang.com/kauswagan/articles/1164/today-in-philippine-history-june-6-1875-norberto-romualdez-sr-was-born" class="news_link">Norberto Romualdez</a>, <a href="https://kahimyang.com/kauswagan/articles/1370/today-in-philippine-history-january-1-1892-manuel-roxas-was-born-in-capiz" class="news_link">Manuel Roxas</a>, Vicente Singson Encarnacion, <a href="https://kahimyang.com/articles/3009/today-in-philippine-history-january-1-1893-manuel-briones-was-born-in-mandaue-cebu" class="news_link">Manuel C. Briones</a>, <a href="https://kahimyang.com/kauswagan/articles/878/today-in-philippine-history-january-14-1975-miguel-cuaderno-died-at-the-age-of-74" class="news_link">Miguel Cuaderno</a>, and Conrado Benitez. Under Sotto's leadership, the group worked diligently to create a constitution that would guide the newly established Commonwealth Government.
