There are two main theories behind this name. One suggests that the name came from the abundance of turmeric, "luyang dilaw" plants in the area, known for their vibrant yellow color. The other theory points to the Japanese settlers, referred to as the "yellow people," who made Dilao their home.

The presence of the Japanese in the Philippines dates back to the pre-colonial period. However, it was during the Spanish colonial era that their presence became more pronounced. Many Japanese immigrants fled to the Philippines in the late 16th and early 17th centuries, seeking refuge from the political turmoil and persecution in their homeland. These immigrants established communities in various parts of the Philippines, including Paco.

Spanish Franciscan missionaries founded the town of Dilao around 1580, and it became part of the province of Tondo, which later became Manila. In 1791, the name was changed to San Fernando de Dilao in honor of King Ferdinand III of Castile. Over time, the name evolved to Paco, a nickname for Francisco, reflecting the influence of the Franciscan friars who administered the area.
