Early Life and Education
</h4>

Francisco Tarnate Dalupan Sr. was born on October 4, 1895 in <a href="https://kahimyang.com/articles/3003/the-rich-history-of-binondo-manila" class="news_link">Binondo, Manila</a> to Don Julián Dalupan y Evangelio and Doña Sixta Tarnate y Yupo. He pursued his higher education at the <a href="https://kahimyang.com/articles/2987/history-of-ateneo-de-manila-university" class="news_link">Ateneo de Manila</a> University, where he graduated with honors. His academic excellence and passion for education set the foundation for his future endeavors.

Founding the University of the East
</h4>
<p>
In 1946, Dalupan co-founded the Philippine College of Commerce and Business Administration (PCCBA) with his colleagues, Dr. Hermengildo B. Reyes, José L. Torres, Enid Mapa and Santiago de la Cruz along R. Papa St. in Sampaloc, Manila. The college initially admitted 350 students and quickly grew due to its success. Recognizing the need for expansion, Dalupan and his team moved the college to its current location on Claro M. Recto Avenue in Manila.
