Charo grew up in a family of six children, with her father Winifredo Santos being a physician and her mother Nora Navarro-Santos. She attended St. Paul College of Manila, where she honed her skills and passion for the arts.

Charo's career began in the mid-1970s when she was discovered by fashion designer Rikki Jimenez and crowned Miss Calapan. She gained media attention as the "Baron Travel Girl" in 1976 and worked as a production assistant at Radio Philippines Network before martial law. Her early acting career included award-winning performances in films like "Itim" (1977), which won her a trophy at the Asian Film Festival.
