Born on November 29, 1559, in Seville, Spain, Antonio de Morga hailed from a family with Basque and Sevillian roots. His father, Pedro de Morga, was a banker who faced financial ruin during Antonio's childhood, which may have instilled in him a drive for stability and success. At the age of 15, Morga enrolled at the University of Salamanca, one of Spain's most prestigious institutions, graduating in 1574 with a degree in civil law. By 1578, he had earned a doctorate in canon law, briefly taught in Osuna, and returned to Salamanca to study civil law. His legal education positioned him well for a career in government service, which he entered in 1580.

Morga's early career in Spain included roles such as auditor general of the galleys and mayor of Baracaldo in Vizcaya, where he married Juana de Briviesca de Muñatones in 1582. The couple would eventually have 16 children, though many died young. His steady rise through Spain's bureaucratic ranks culminated in August 1593, when he was appointed Lieutenant Governor of the Philippines, the second-highest position in the colony after the Governor-General. This appointment marked the beginning of a 43-year career in colonial service, with his first major assignment taking him across the globe to Manila.

Morga set sail for the Philippines in early 1594, traveling via Mexico with his family, 14 servants, three enslaved individuals, and a personal collection of books - a testament to his scholarly inclinations. After a grueling 15-month journey, he arrived in Manila on June 11, 1595, aboard the galleons <i>San Felipe</i> and <i>Santiago</i>. He presented his credentials to the interim Governor-General, Luis Pérez Dasmariñas, and assumed his role as Lieutenant Governor - a position that combined executive, judicial, and military responsibilities.
