Early Life and Military Beginnings

Born in Frederick, Maryland, on March 25, 1838, Elwell Stephen Otis displayed intellectual promise from a young age. He attended the University of Rochester, where he joined the Iota chapter of St. Anthony Hall, a prestigious fraternity. After graduating, he pursued legal studies at Harvard Law School, earning his degree in 1860. Initially practicing law, Otis's career took a dramatic turn with the outbreak of the American Civil War in 1861.

Otis enlisted in the Union Army, receiving a commission as a Captain in the 140th New York Volunteer Infantry Regiment in September 1862. He saw action in major battles, including Fredericksburg, Chancellorsville, and Gettysburg, earning promotions for his leadership. By December 1863, he was a Lieutenant Colonel, and at the Battle of Spotsylvania in 1864, he assumed command of his regiment after the colonel's death. Otis's Civil War service established him as a capable officer, setting the stage for his later assignments.

Following the war, Otis remained in the army, serving in the Indian Wars. He campaigned in Montana after the Battle of the Little Bighorn and was involved in accepting <a href="https://en.wikipedia.org/wiki/Sitting_Bull" class="news-link-ext" target="_blank" rel="noreferrer">Sitting Bull</a>'s surrender in 1881. Rising through the ranks, he became a Colonel in 1880 and a Brigadier General in 1893, commanding the Departments of the Columbia and Colorado. His administrative skills and military experience made him a natural choice for overseas service when the United States acquired the Philippines after the Spanish-American War.
