Background: The World War I Economic Boom

The roots of the crisis trace back to the unprecedented economic prosperity the Philippines experienced during <a href="https://en.wikipedia.org/wiki/World_War_I" class="news-link-ext" target="_blank" rel="noreferrer">World War I</a>. When the United States entered the war in 1917, American demand for Philippine exports surged to extraordinary levels. Total Philippine exports jumped from ₱139.9 million in 1916 to ₱191.2 million in 1917, with abaca (Manila hemp) alone comprising 49% of total exports worth ₱93.6 million.

The wartime boom transformed the Philippine economy and government finances. Internal revenue collections grew dramatically from ₱22.6 million in 1915 to ₱40.8 million in 1918. This newfound prosperity enabled Governor-General <a href="https://kahimyang.com/articles/3203/francis-burton-harrisons-role-in-philippine-nationhood" class="news_link">Francis Burton Harrison</a> (1913-1921) and Filipino leaders to implement an ambitious state-led development program, marking a dramatic shift from the previously conservative, private enterprise-focused policies of early American rule.

The Harrison Administration's Economic Transformation

Under Harrison's leadership, the Philippine government embarked on an unprecedented expansion of public enterprise. The cornerstone of this transformation was the establishment of the <a href="https://kahimyang.com/articles/3204/today-in-filipino-history-july-22-1916-the-philippine-national-bank-was-established" class="news_link">Philippine National Bank</a> (PNB) in February 1916 through Act No. 2612. The PNB was designed as a multi-purpose institution serving simultaneously as a commercial bank, central bank, government depository, and agricultural lender.

Harrison's administration created numerous government-owned corporations, including the National Development Company, National Coal Company, and National Cement Company. The government also purchased the Manila Railroad Company and established other public enterprises across key sectors of the economy. This state-led approach was explicitly designed to prepare the Philippines for eventual independence by building national economic capacity.

The policy shift was enabled by the <a href="https://kahimyang.com/kauswagan/articles/549/today-in-philippine-history-august-29-1916-the-philippine-autonomy-act-of-1916-was-approved" class="news_link">Jones Act of 1916</a>, which promised eventual Philippine independence and encouraged Harrison's "Filipinization" policies that replaced American officials with Filipinos throughout the colonial government. By 1921, the Philippine government was largely controlled by Filipinos.
