Vicente L. Peralta's exceptional academic abilities manifested early in his life. He graduated with honors from Sorsogon Provincial High School in 1931, demonstrating the intellectual prowess that would later define his political career. His academic excellence continued at the <a href="https://kahimyang.com/kauswagan/articles/1188/today-in-philippine-history-june-18-1908-the-university-of-the-philippines-was-established" class="news_link">University of the Philippines</a> College of Law, where he distinguished himself as a leader, orator, and debater.

At the University of the Philippines, Peralta held numerous prestigious positions that highlighted his leadership capabilities. He served as President of the Senior Class at the College of Law in 1938, Representative to the Law Student Council, and Captain of the winning team in the Inter-Barristers Debate in 1935. His debating skills earned him the Justice Abad Santos Gold Medal in Debating, while his academic excellence was recognized with the <b class="lt-bold">"Friendship Chest of America"</b> prize for excellence in Economics.

Peralta's scholarly achievements culminated in 1938 when he graduated with a Bachelor of Laws degree with distinctions from the University of the Philippines. His legal thesis, entitled "Judicial Approach and the Problem of Constitutional Interpretations," was awarded second prize. That same year, he passed the Philippine Bar examination, placing ninth overall, marking the beginning of a remarkable career in law and public service.

Early Professional Career

Before entering politics, Peralta gained valuable experience in government service across various agencies. From 1935 to 1938, he worked as a clerk at the Bureau of Customs while pursuing his law degree. After passing the bar, he served as Senior Attorney at the Legal Division of the Bureau of Civil Service from 1939 to 1940, followed by a position as Member of the Board of Special Inquiry at the Bureau of Immigration from 1940 to 1941. These experiences in different government agencies provided him with comprehensive knowledge of civil service operations, which would later inform his landmark legislative work.

His exceptional performance in civil service examinations further demonstrated his capabilities. He topped the Second Grade Civil Service Examinations in 1935 with a score of 92.6%, and later passed the First Grade Civil Service Examinations in 1937.

Peralta's political career began in the aftermath of World War II. Following the liberation of Sorsogon from Japanese occupation on April 29, 1945, the province found itself without a governor. The Executive Secretary of President <a href="https://kahimyang.com/kauswagan/articles/1273/today-in-philippine-history-september-9-1878-sergio-osme-a-sr-was-born-in-cebu-city" class="news_link">Sergio Osmeña</a>, Jose S. Reyes of Bulusan, asked his brother Dominador (Domen) S. Reyes to recommend a candidate for the vacant position. Recognizing Peralta's potential as a young lawyer already making his mark in Sorsogon politics, Domen recommended him for the post.

Peralta served as Acting Governor of Sorsogon briefly in 1945 and 1946. During this chaotic post-war period, his primary responsibilities involved restoring order to the province and helping citizens rebuild their lives with limited resources. While his gubernatorial tenure was brief, it provided valuable executive experience that would inform his later legislative work.

In the 1946 gubernatorial election, Peralta faced the popular guerrilla leader <b class="lt-bold">Salvador "Gurang" Escudero</b> and lost. He attempted another gubernatorial campaign in 1952 but was unsuccessful again. Following advice from his father-in-law, <b class="lt-bold">Jose "Pepe" Berenguer</b>, who suggested he would never defeat Escudero in a gubernatorial race, Peralta pragmatically shifted his political focus to the legislative arena.

In 1953, Peralta successfully ran for Congress against incumbent Congressman Clemente, representing the Second District of Sorsogon. This victory marked the beginning of a distinguished congressional career that would span nearly fifteen years, from 1954 until his death in 1968.

Peralta was consistently re-elected to Congress in 1957, 1961, and 1965, demonstrating his constituents' unwavering confidence in his representation. His electoral success reflected his deep connection with the people of Sorsogon and his effective advocacy for their interests.

Congressman Peralta's legislative performance earned him unprecedented recognition from his peers and the press. The Congressional Press Club consistently adjudged him as one of the <b class="lt-bold">"Ten Most Outstanding Congressmen"</b> from 1954 until his death. The Philippine Free Press similarly recognized him as one of the <b class="lt-bold">"Ten Most Useful Congressmen"</b> from 1958 through 1965. These accolades reflected not only his legislative effectiveness but also his principled approach to public service.

Throughout his congressional career, Peralta received a total of fifty-four awards, diplomas of honor, certificates of merit, plaques of distinction, and citations from press, veterans, civic, professional, employee and labor groups. Perhaps Peralta's most significant legislative legacy lies in his transformative work on civil service reform. The Philippine Government Employees Association (PGEA) and the Confederation of Employee Organization (GOGEO) twice cited him as the <b class="lt-bold">"Champion and Defender of the Philippine Civil Service"</b>. This recognition came from his consistent espousal of the merit system and his valuable contributions to the welfare of government employees.

Peralta's most important legislative achievement was authoring and enacting into law Republic Act 2260, the Revised Civil Service Law of 1959, also known as the Magna Carta of the Philippine Civil Service. This comprehensive legislation represented one of the most sweeping civil service reforms in Philippine history, expanding retirement privileges of government employees and liberalizing leave privileges while providing numerous benefits to civil service employees.

The significance of Republic Act 2260 cannot be overstated. It established fundamental principles of merit-based employment, due process protections, and comprehensive benefits for government workers that continue to govern the Philippine civil service today.
