Born on July 19, 1904 into a family of tenant farmers in <a href="https://en.wikipedia.org/wiki/Moncada,_Tarlac" class="news-link-ext" target="_blank" rel="noreferrer">Moncada, Tarlac</a>, Roy's humble beginnings shaped his lifelong commitment to social justice. His firsthand exposure to the harsh realities of tenant farming inspired his early writing on crop-sharing arrangements and would later influence his legislative priorities. Despite financial constraints, Roy worked his way through college, earning a Bachelor of Laws degree from the <a href="https://kahimyang.com/kauswagan/articles/1188/today-in-philippine-history-june-18-1908-the-university-of-the-philippines-was-established" class="news_link">University of the Philippines</a> in 1930.

While pursuing his education, Roy worked as a clerk in the Bureau of Civil Service, eventually rising to the position of examiner. His linguistic abilities in Spanish, English, Filipino, Ilocano, and Pampango made him a valuable asset as deputy secretary and interpreter in the Public Service Commission. Roy won the election as the sole Liberal Party candidate to succeed in Central Luzon, launching a career that would span four decades.

Senate Leadership

After serving 16 years in the House of Representatives, Roy was elected to the Senate in 1961, where he distinguished himself as a legislative leader. He served as Majority Floor Leader and was twice elected President Pro Tempore of the Senate, during the Sixth and Seventh Congresses. In the 1967 Senate election, Roy received the highest number of votes, garnering over 51% and more than half a million votes over his nearest competitor.

As President Pro Tempore, Roy urged President Ferdinand Marcos to reduce the power of political warlords by forcing them to disband their private armies. However, his efforts were ultimately frustrated when <a href="https://kahimyang.com/kauswagan/articles/627/today-in-philippine-history-on-september-21-1972-president-ferdinand-e-marcos-placed-the-philippines-under-martial-law" class="news_link">Marcos declared Martial Law</a> in 1972, effectively ending the Seventh Congress and Roy's active political career.

Roy's expertise in economics and finance made him a valuable representative of the Philippines on the international stage. He served as a delegate to the United Nations in 1950, 1952, 1968, and 1969. His participation in <a href="https://en.wikipedia.org/wiki/International_Monetary_Fund" class="news-link-ext" target="_blank" rel="noreferrer">International Monetary Fund</a> and World Bank conferences in <a href="https://en.wikipedia.org/wiki/Mexico_City" class="news-link-ext" target="_blank" rel="noreferrer">Mexico City</a> (1952) and <a href="https://en.wikipedia.org/wiki/Washington,_D.C." class="news-link-ext" target="_blank" rel="noreferrer">Washington D.C.</a> (1954, 1956) helped strengthen the Philippines' relationships with key international financial institutions.

He also served on the Philippine Economic Mission for the revision of the Philippines-U.S. Trade Act and was a member of the five-man Presidential Committee that drafted the final revision of the Bell Act. His economic expertise was further recognized through invitations to goodwill tours and economic surveys in the United Kingdom (1958) and Scandinavian countries (1960).
