Primicias demonstrated exceptional academic prowess from an early age, completing his elementary education with highest honors and his high school courses with second-highest honors. His intellectual abilities were further evidenced when he passed the government first grade civil service examinations while still in high school in 1919, a remarkable achievement that foreshadowed his future success in public service.

Displaying remarkable ambition and work ethic, Primicias simultaneously pursued higher education and professional work. He enrolled in the National Law College of the <a href="https://en.wikipedia.org/wiki/University_of_Manila" class="news-link-ext" target="_blank" rel="noreferrer">University of Manila</a> in 1919 while working as a clerk in the Bureau of Commerce, where he quickly rose through the ranks to become Chief of the Commercial Section. His dedication to excellence continued in his legal studies, as he finished his Bachelor of Laws degree in 1923 with highest honors and passed the bar examinations in the top five that same year.

In 1924, Primicias made the pivotal decision to leave his government position and enter private legal practice as an assistant attorney in the law office of then-Senator <a href="https://en.wikipedia.org/wiki/Alejo_Mabanag" class="news-link-ext" target="_blank" rel="noreferrer">Alejo R. Mabanag</a>. This apprenticeship under an established political figure would prove instrumental in shaping his understanding of both law and politics. His legal acumen and leadership qualities were recognized by his peers, leading to his election as President of the Pangasinan Bar Association in 1936, a position he held until 1945.

Primicias entered the political arena in 1934 as a ranking member of the <a href="https://en.wikipedia.org/wiki/Nacionalista_Party" class="news-link-ext" target="_blank" rel="noreferrer">Nacionalista Party</a>, successfully winning election to the Philippine House of Representatives from the fourth district of Pangasinan. As a member of the then-minority party, he served as an oppositionist and fiscalizer, roles that showcased his commitment to principled governance and oversight. He represented his district for three consecutive terms: 1934-1935, 1941-1949 (interrupted by the <a href="https://en.wikipedia.org/wiki/Japanese_occupation_of_the_Philippines" class="news-link-ext" target="_blank" rel="noreferrer">Japanese occupation</a>), and 1946-1949.

The Bell Trade Act Opposition

One of Primicias's most significant and courageous stands came during his final term in the House of Representatives. He was among only nine Congressmen and three senators who opposed the ratification of the United States' <a href="https://en.wikipedia.org/wiki/Bell_Trade_Act" class="news-link-ext" target="_blank" rel="noreferrer">Bell Trade Act of 1946</a>, also known as the Philippine Trade Act of 1946. This controversial legislation required amending the Philippine Constitution to grant American citizens and corporations equal access with Filipinos to the Philippines' natural resources and allowed the U.S. to import goods without paying duties while fixing the value of the Philippine peso to the U.S. dollar.

Primicias and his fellow opponents viewed the Bell Trade Act as <b class="lt-bold">"an inexcusable surrender of Philippine sovereignty"</b>. The economic nationalism that drove their opposition reflected a deep commitment to protecting Filipino interests, even in the face of overwhelming pressure. The unpopular stance taken by these legislators led to their temporary unseating from the Philippine Congress on spurious charges while the ratification process was underway. Although the Supreme Court later reinstated all twelve legislators, by then the Bell Trade Act had already been ratified.

In the 1951 Philippine midterm elections, Primicias achieved one of his greatest political victories, being elected to the Senate as part of an 8-0 Nacionalista Party sweep. This overwhelming mandate reflected both his personal popularity and the strength of his party's platform. He was also a member of the Senate Electoral Tribunal, further cementing his role as a key institutional figure.
