Papin's musical journey began in the most modest circumstances in Presentacion, Camarines Sur, where she started her career in what she describes as a "remote fishing village of the province". As a young girl, she would participate in church processions, singing in the quaint coastal village of Bitaogan. Her talent became evident early when she joined regional singing contests, winning as a weekly champion in the local version of "<a href="https://en.wikipedia.org/wiki/Tawag_ng_Tanghalan" class="news-link-ext" target="_blank" rel="noreferrer">Tawag ng Tanghalan</a>" and eventually becoming an Undefeated Champion.

Imelda Papin attended Bitaogan Elementary School and St. Brigette School in Buhi before pursuing higher education at the <a href="https://en.wikipedia.org/wiki/University_of_the_East" class="news-link-ext" taget="_blank" rel="noreferrer">University of the East</a> in Manila and later completing a Bachelor of Science in Commerce with a major in Management at the <a href="https://en.wikipedia.org/wiki/University_of_Hawai%CA%BBi" class="news-link-ext" target="_blank" rel="noreferrer">University of Hawaiʻi</a>.

Papin's professional music career began in earnest around 1978-1979. Her breakthrough came with her second studio album "Kutob" (1978) under Wonderland Records, featuring the track "<b class="lt-bold">Bakit (Kung Liligaya Ka Sa Piling Ng Iba)</b>", which became a phenomenal hit and was considered a major factor in her rise to fame. This song, from her first album, established her as a formidable presence in the Philippine music industry.

International Career and Las Vegas Years

In pursuit of broader opportunities, Papin relocated to <a href="https://en.wikipedia.org/wiki/Las_Vegas" class="news-link-ext" target="_blank" rel="noreferrer">Las Vegas, Nevada</a>, where she became a regular performer and achieved instant celebrity status. She frequently appeared at venues such as the Orleans Showroom, establishing herself as a fixture in the city's entertainment scene. Her American career achievements include becoming the first Filipino artist to host a three-hour telethon on Channel 18 in Los Angeles, California.

Papin's media presence in the United States was substantial. She hosted a television program titled "Imelda Papin in America" on LA-18 and maintained a two-hour radio program called <b class="lt-bold">"The Imelda Papin Voice of the Heart Radio Show"</b> on KLAV 1230 AM (Talk of Las Vegas). Her new album recorded in the States was distributed in the U.S. and Canada by the Warner Music Group, featuring 14 songs including the international hit "Sugar Sugar", which she performed as a duet with Ron Dante of the Archies.

Political Career and Public Service
</h2>

Papin's transition into politics began in 1995 when she ran for Governor of Camarines Sur against <a href="https://en.wikipedia.org/wiki/Luis_Villafuerte" class="news-link-ext" target="_blank" rel="noreferrer">Luis Villafuerte, Sr.</a> and Jose Bulaong but was defeated by Villafuerte. However, she found success in 1998 when she was elected Vice Governor, a position she held for two consecutive terms until 2004. During this period, she became known as the first female elected and re-elected Vice Governor of Camarines Sur and was recognized as the Most Outstanding Vice Governor in the Philippines in 1999.

Her political journey continued with various campaigns: she ran for congresswoman in Camarines Sur's fourth congressional district in 2004 but lost to incumbent Felix R. Alfelor Jr.. In 2010, she sought a Senate seat under the Bangon Pilipinas party but was unsuccessful. She faced challenges in 2013 when the Commission on Elections initially disqualified her from running as congresswoman in San Jose del Monte City, Bulacan due to residency issues, though this decision was later reversed. She made another gubernatorial bid in 2019, winning as Vice Governor as running mate of Governor Migz Villafuerte, serving until 2022.
