Born on October 16, 1844, in <a href="https://en.wikipedia.org/wiki/Santa_Cruz,_Manila" class="news-link-ext" target="_blank" rel="norferrer">Santa Cruz, Manila</a>, Florentino Torres came from humble beginnings in a poor family. His early life was marked by personal tragedy when his father died in a ship mishap while Torres was still young. The cholera epidemic of 1882 claimed the life of his mother, Luciana Santos-Torres, leaving him orphaned. Despite these hardships, Torres found support from his uncle, Fr. Mariano Torres, who helped him complete his education.

Torres pursued his studies with remarkable determination, first obtaining his Bachelor of Philosophy from the prestigious <a href="https://kahimyang.com/kauswagan/articles/2884/the-history-of-colegio-de-san-juan-de-letran" class="news_link">Colegio de San Juan de Letran</a>. He continued his legal education at the <a href="https://kahimyang.com/articles/3223/a-historical-account-of-the-university-of-santo-tomas-a-chronicle-of-resilience-scholarship-and-national-identity" class="news_link">University of Santo Tomas</a>, earning his Bachelor of Canon Law in 1866 and his Bachelor of Civil Law in 1868. In 1867, Torres married Sabina Vergara, with whom he had six children who would go on to achieve notable success in their own right. His eldest son, Manuel, became a prominent lawyer. Perhaps most remarkably, his son <b class="lt-bold">Luis Protacio Torres</b> followed in his father's footsteps, serving as an Associate Justice of the Supreme Court from 1949 to 1950. Another son, Antonio C. Torres, served as a councilor and former Chief of Police of Manila. His daughters Pilar, Alejandra, and Rosita completed the family.

Legal Career Under Spanish Rule
</h2>

Torres was admitted to the Philippine bar in 1871 and immediately began his judicial career, being appointed as the prosecuting fiscal of the Court of First Instance in the judicial district of <a href="https://kahimyang.com/articles/3003/the-rich-history-of-binondo-manila" class="news_link">Binondo, Manila</a>. From 1873 to 1879, he served concurrently as fiscal and Secretary of the Relator de La Audiencia de Manila in the same judicial district.

His career progressed steadily through various judicial positions. Though offered the position of fiscal of the province of <a href="https://en.wikipedia.org/wiki/Matanzas" class="news-link-ext" target="_blank" rel="noreferrer">Matanzas, Cuba</a>, he declined to remain in the Philippines. In 1888, he was appointed judge of the Court of First Instance of Ilocos Sur, and was later transferred to Pampanga in 1890. By 1892, he had advanced to serve as Teniente Fiscal de la Audiencia Territorial de Cebu and later as magistrate of the Audiencia de la Criminal de Cebu.

The Transition Period and Peace Advocacy

The arrival of American forces in the Philippines presented Torres with a critical decision point. General <a href="https://kahimyang.com/kauswagan/articles/1028/today-in-philippine-history-march-22-1869-emilio-aguinaldo-was-born-in-kawit-cavite" class="news_link">Emilio Aguinaldo</a>, President of the First Philippine Republic, designated Torres along with General <a href="https://kahimyang.com/kauswagan/articles/1025/today-in-philippine-history-march-20-1843-ambrocio-flores-was-born-in-manila" class="news_link">Ambrosio Flores</a> and Lt. Col. Manuel Arguelles to meet with American authorities headed by Brigadier-General <a href="https://en.wikipedia.org/wiki/Robert_Patterson_Hughes" class="news-link-ext" target="_blank" rel="noreferrer">Robert Patterson Hughes</a>, Col. James F. Smith, and Lt. E.H. Crowder for possible adjustment of political interests between both parties. Though the commission achieved no tangible results, Torres distinguished himself by working to influence the Malolos Government against making hostile acts toward the occupation forces.

Believing that Philippine independence could not be won by force of arms against American forces, Torres joined the league of peace called "pacificacos". He presided over meetings of its members in the hinterlands of northern Luzon, working to bridge the gap between the competing political parties - the Partido Federal, which aimed at annexation, and the Partido Nacional Progresista, which advocated for outright independence.

Historic Appointment as Attorney-General

Torres's sympathy with the American civil government was recognized when he was appointed as Attorney-General, becoming the first Filipino to occupy such a position. This appointment marked a significant milestone in Philippine legal history, as it represented the beginning of Filipino participation in the highest levels of the American colonial administration's legal apparatus.

In this role, Torres worked alongside Chief Justice <a href="https://kahimyang.com/kauswagan/articles/970/cayetano-arellano-first-chief-justice-of-the-supreme-court-was-born-on-march-2-1847-in-orion-bataan" class="news_link">Cayetano Arellano</a> and three American army officers, composing the board responsible for the reorganization of municipalities throughout the Philippines. His work during this period demonstrated his commitment to establishing effective legal institutions that could serve the Filipino people while working within the American colonial framework.

On June 17, 1901, President <a href="https://en.wikipedia.org/wiki/William_McKinley" class="news-link-ext" target="_blank" rel="noreferrer">William McKinley</a> appointed Torres as an Associate Justice of the newly established Supreme Court of the Philippines. This appointment made him one of the founding members of the modern Philippine Supreme Court, serving alongside Chief Justice Cayetano Arellano and fellow Filipino justices <a href="https://kahimyang.com/kauswagan/articles/2882/victorino-mapa-second-chief-justice-of-the-supreme-court-was-born-february-25-1855-in-kalibo-capiz" class="news_link">Victorino Mapa</a> and later other distinguished jurists.

Torres served with distinction on the Supreme Court for nearly two decades, from 1901 to 1920. During his tenure, he participated in numerous landmark decisions that helped establish the foundation of Philippine jurisprudence under American law. His judicial records show he wrote at least one ponencia (majority opinion) in the case of Manzanares vs. Moreta in 1918, where he provided an extensive concurring opinion discussing the historical development of damages for wrongful death, comparing civil law and common law approaches, and addressing the philosophical basis for awarding damages in death cases.

Throughout his judicial career, Torres maintained what observers described as the highest degree of independence, never allowing himself to be swayed by deep-seated prejudices. The 1920 Resignation

Torres's distinguished career came to an abrupt end in 1920 when he resigned from the Supreme Court following a significant disappointment. As the senior Associate Justice when Chief Justice Cayetano Arellano retired, Torres confidently expected to be elevated to the position of Chief Justice. However, President <a href="https://en.wikipedia.org/wiki/Woodrow_Wilson" class="news-link-ext" target="_blank" rel="noreferrer">Woodrow Wilson</a> instead chose Victorino Mapa, who was quietly recalled from the Cabinet and inducted as the new Chief Justice.

<p>
The decision to pass over Torres reflected what some speculated was concern about his advanced age - he was 76 years old at the time. Following the honorable tradition of delicadeza (propriety), Torres immediately resigned from the Court, viewing the bypass as a reflection on his integrity or competence, though this was certainly not the case. His resignation was received with much regret and admiration not only by the legal profession but also by the entire nation.
