<p>
Bandholtz graduated from the <a href="https://en.wikipedia.org/wiki/United_States_Military_Academy" class="news-link-ext" target="_blank" rel="noreferrer">United States Military Academy</a> at West Point in 1890. From 1890 to 1898, he served actively in the U.S. Army while teaching military science and tactics at Michigan Agricultural College (now <a href="https://en.wikipedia.org/wiki/Michigan_State_University" class="news-link-ext" target="_blank" rel="noreferrer">Michigan State University</a>). When the <a href="https://en.wikipedia.org/wiki/Spanish%E2%80%93American_War" class="news-link-ext" target="_blank" rel="noreferrer">Spanish-American War</a> erupted in 1898, Bandholtz returned to active duty and served with distinction in the Santiago campaign in Cuba with the 7th U.S. Infantry, earning a Silver Star citation for his gallantry.

Service in the Philippines

In July 1900, Bandholtz was transferred to the Philippines during the <a href="https://en.wikipedia.org/wiki/Philippine%E2%80%93American_War" class="news-link-ext" target="_blank" rel="noreferrer">Philippine-American War</a>, beginning a transformative thirteen-year assignment in the archipelago. Unlike many American colonial administrators, Bandholtz demonstrated an unusual ability to earn the trust and respect of the Filipino people. This rare quality would prove instrumental in his later dealings with insurgent leaders.

Bandholtz's effectiveness as both a military officer and administrator quickly became apparent. In 1902, he was elected Provincial Governor of Tayabas Province (now <a href="https://en.wikipedia.org/wiki/Quezon" class="news-link-ext" target="_blank" rel="noreferrer">Quezon Province</a>), becoming the only regular American Army officer elected to such a high position by the Filipino people. This distinction highlighted his unique standing among colonial administrators and his perceived sincerity by the local population.

In 1903, Bandholtz was appointed Colonel in the <a href="https://en.wikipedia.org/wiki/Philippine_Constabulary" class="news-link-ext" target="_blank" rel="noreferrer">Philippine Constabulary</a> (now defunct), and by June 1907, he had been promoted to Grigadier General and named Chief of the Philippine Constabulary. This position placed him at the center of American pacification efforts in the Philippines, where various insurgent groups continued to resist colonial rule despite the official end of the Philippine-American War in 1902.

The Sakay Problem and Strategic Context
</h2>

By 1906, General Bandholtz faced a significant challenge that threatened American colonial policy: the continued resistance of <a href="https://kahimyang.com/articles/2908/macario-sakay-a-misunderstood-hero-of-the-filipino-american-war" class="news_link">Macario Sakay</a> and his Tagalog Republic. Sakay, a former member of <a href="https://kahimyang.com/kauswagan/articles/786/today-in-philippine-history-november-30-1863-andres-bonifacio-was-born-in-tondo-manila" class="news_link">Andrés Bonifacio</a>'s <a href="https://kahimyang.com/kauswagan/articles/906/about-the-katipunan" class="news_link">Katipunan</a> who had fought in both the Philippine Revolution against Spain and the Philippine-American War, refused to recognize American authority and continued guerrilla operations in the provinces of <a href="https://kahimyang.com/articles/3176/the-history-of-rizal-province" class="news_link">Rizal</a>, Batangas, <a href="https://kahimyang.com/articles/3174/the-history-of-laguna-province-philippines" class="news_link">Laguna</a>, and Cavite.

The persistence of Sakay's resistance created a particular problem for American colonial administration. The <a href="https://en.wikipedia.org/wiki/Philippine_Organic_Act" class="news-link-ext" target="_blank" rel="noreferrer">Philippine Organic Act of 1902</a> (also known as the Cooper Act) stipulated that a Philippine National Assembly would be established only after two conditions were met: completion of a census of the Philippines and the restoration of "law and order" throughout the islands. While the census had been completed by 1905, Sakay's continued activities in Southern Luzon meant that the second condition remained unfulfilled, jeopardizing the promised establishment of Filipino representation in government.

Understanding the strategic implications, Bandholtz recognized that eliminating Sakay's resistance was crucial not only for American colonial interests but also for Filipino aspirations toward self-governance. As he would later state, his approach required "playing on the emotional and sentimental part of the Filipino character".

<h3>
The Deception Campaign
</h3>

Bandholtz devised an elaborate scheme to bring about Sakay's surrender through psychological manipulation rather than continued military confrontation. The plan centered on using Dr. <a href="https://kahimyang.com/articles/2909/dominador-gomez-champion-of-labor-rights-was-born-on-november-4-1866-in-intramuros-manila" class="news_link">Dominador Gómez</a>, a controversial figure who served as the perfect intermediary for this delicate operation.
</p>
<p>
Dr. Gómez was a physician turned politician and labor leader who had previous connections to Sakay through their shared involvement in the 1901 Partido Nationalista Party. Crucially, Gómez had been imprisoned several times for anti-American activities and was facing pending trials for various crimes. However, he was also politically ambitious and seeking to secure his own position in the anticipated Philippine Assembly elections.

In 1905, Governor-General <a href="https://kahimyang.com/articles/2897/henry-clay-ide-american-governor-general-of-the-philippines" class="news_link">Henry Clay Ide</a> authorized Gómez to negotiate with Sakay. Gómez approached Sakay with a compelling argument: his continued resistance was preventing the establishment of the Philippine National Assembly, which would serve as the "gate to freedom" for the Filipino people. Gómez presented Sakay with a letter from Governor-General Ide promising complete amnesty for Sakay and his men if they surrendered and disbanded their forces.

The appeal resonated with Sakay's patriotic motivations. Believing that constitutional means might achieve what armed resistance had not, and feeling responsible for blocking Filipino political progress, Sakay agreed to surrender. His conditions were straightforward: <b class="lt-bold">general amnesty for his men, permission to carry firearms, and the right for him and his officers to leave the country if they chose</b>.

<h3>
The Cavite Trap
</h3>
<p>
On July 14, 1906, Sakay and his Generals descended from the mountains and officially surrendered in Manila. Initially, the surrender appeared genuine - Sakay and his men were allowed to remain armed and were treated as honored guests throughout the city. For several weeks, they attended various receptions and banquets, with bands playing and crowds celebrating them as <b class="lt-bold">"True Patriots"</b>.
</p>
<p>
However, this period of apparent freedom was carefully orchestrated theater. American media coverage of Sakay's hero's welcome created public outrage in the United States, where newspapers condemned the treatment of someone they considered a murderer of American soldiers and law enforcement officers. The criticism mounted pressure on colonial authorities to take decisive action.
</p>
<p>
The trap was sprung on July 17, 1906, when Colonel <a href="https://en.wikipedia.org/wiki/Louis_J._Van_Schaick" class="news-link-ext" target="_blank" rel="norferrer">Louis J. Van Schaick</a>, the acting Governor of Cavite, invited Sakay and his men to a banquet in their honor. The event appeared festive, with music bands, Filipino and American women in attendance, and diplomatic guests. <b class="lt-bold">General León Villafuerte</b> later recalled even dancing with Governor Van Schaick's daughter.
</p>
<p>
As midnight approached, heavily armed units of the Philippine Constabulary, acting under Bandholtz's direction, surrounded the building. When Sakay's men sensed danger and drew their pistols, Dr. Gómez intervened, convincing them to lay down their arms. Gómez then presented them with legal documents to sign, assuring them these were merely formalities required for establishing the national assembly and could not be used against them in court.
</p>
<p>
The documents were, in fact, the opposite of what Gómez claimed - they constituted an unconditional surrender agreement that would expose Sakay and his men to prosecution. Unable to read the documents (<b class="lt-bold">General Julian Montalan</b> was illiterate), and trusting Gómez's assurances, Sakay and his men signed their names. Immediately afterward, they were arrested on charges of brigandage under the <b class="lt-bold">Bandolerismo Act of 1902</b>.
