Calixto Duque was born to Venancio Pacis Duque and Angela Castillo Duque, the eldest of six siblings in the small yet progressive municipality of Vintar. Vintar, situated eight kilometers northeast of Laoag, was known for its fertile lands and has historically been "a fertile place for the growth of many national figures and leaders", with Duque being one of its most prominent sons.

After completing his primary education, Duque pursued higher learning at the <a href="https://kahimyang.com/kauswagan/articles/1188/today-in-philippine-history-june-18-1908-the-university-of-the-philippines-was-established" class="news_link">University of the Philippines</a>, where he earned his Bachelor of Arts degree in 1916. His academic excellence and leadership potential were evident early on, setting the foundation for his distinguished military career that would follow.

Military Education and Early Career

In 1916, Duque was admitted to the Philippine Constabulary Academy (now <a href="https://kahimyang.com/articles/3155/the-history-of-the-philippine-military-academy" class="news_link">Philippine Military Academy</a>) at Camp Allen in Baguio, graduating in 1917. This marked the beginning of a military career that would span over three decades. He was commissioned as Third Lieutenant in the Philippine Constabulary in 1917, demonstrating exceptional competence that led to rapid promotions - Second Lieutenant in 1919 and First Lieutenant in 1920.

During his early military service, Duque gained valuable field experience in <a href="https://en.wikipedia.org/wiki/Mindanao" class="news-link-ext" target="_blank" rel="noreferrer">Mindanao</a>, where he participated in the campaign against Moro outlaws in 1923. His leadership abilities were recognized when he was appointed as assistant Provincial Commander of Sulu in 1927. The same year, he was sent to the United States to attend the <a href="https://www.benning.army.mil/infantry/" class="news-link-ext" target="_blank" rel="noreferrer">Infantry School at Fort Benning, Georgia</a>, further enhancing his military education and tactical knowledge.

Rising Through the Ranks

Duque's career progression was marked by a series of increasingly important assignments. He served as Provincial Commander of Agusan from 1927 to 1932, earning promotion to Captain in 1931. His expertise in military education led to his appointment as post adjutant and instructor at the Constabulary Academy in 1933, and later as Commandant of Cadets at the Philippine Military Academy in 1936.

In 1937, Duque was promoted to Major and transferred to the Philippine Army, where he was appointed as Chief of the Planning Section, Defense Plans Division at Philippine Army Headquarters. His commitment to professional development continued as he attended the <a href="https://sill-www.army.mil/usafas/" class="news-link-ext" target="_blank" rel="noreferrer">Field Artillery School at Fort Sill, Oklahoma</a>, and later the prestigious Command and <a href="https://armyuniversity.edu/cgsc/cgss/cgss" class="news-link-ext" target="_blank" rel="noreferrer">General Staff College at Fort Leavenworth, Kansas</a>, in 1938. By 1939, he had been appointed as Assistant G3 at Headquarters, Philippine Army.

World War II: The Crucible of Leadership

The outbreak of World War II would define Duque's legacy and demonstrate his exceptional leadership under the most challenging circumstances. When the ten reserve divisions were activated in June 1941 upon the creation of USAFFE, Duque was appointed as Chief of Staff of the 81st Infantry Division based in Cebu.

However, it was his role with the United States Armed Forces in the Philippines, Northern Luzon (USAFIP-NL) that would cement his place in Philippine military history. When faced with the choice between accepting a comfortable position as Governor under the puppet government or joining the resistance, Duque chose the harder path of a guerrilla fighter with a price on his head.

The Bessang Pass Campaign
</h3>

As head of G3 (Operations and Planning) at the General Headquarters of USAFIP-NL, Duque was responsible for planning all military operations. His role was crucial in what military historians consider one of the most difficult battles of the Pacific War - the <a href="https://kahimyang.com/articles/2942/the-battle-of-bessang-pass-during-the-world-war-ii" class="news_link">Battle of Bessang Pass</a>.

<p>
The USAFIP-NL, composed of five infantry regiments and a field artillery battalion totaling about 20,000 men, were all Filipinos except for five American officers, commanded by Colonel Russell W. Volckmann. Despite the significant age and experience gap - Volckmann was 21 years Duque's junior and had only nine years of military experience compared to Duque's 26 years - Duque served with distinction under challenging circumstances.

The battle, fought from January 9 through June 15, 1945, resulted in the capture of Bessang Pass from Japanese forces under General <a href="https://kahimyang.com/kauswagan/articles/2807/the-rape-of-manila-during-the-world-war-ii-and-the-trial-of-tomoyuki-yamashita" class="news_link">Tomoyuki Yamashita</a>. Duque's strategic planning and operational expertise were instrumental in breaching what Yamashita considered an impregnable mountain fortress. The victory paved the way for the entrapment of Japanese forces in the Cordillera until Yamashita's surrender in September 1945.

Post-War Leadership and Reform
</h2>

Following the war, the USAFIP-NL was not disbanded but became the 2nd regular Philippine Army Division, with many of its top officers, including Duque (promoted to Colonel), rising to prominent positions in the Philippine military. Duque's exemplary wartime service and leadership capabilities were recognized when he was appointed to increasingly senior positions: Deputy Chief of Staff from 1946 to 1949 (promoted to Brigadier General), Vice Chief of Staff from 1949 to 1951, and finally Chief of Staff of the Armed Forces of the Philippines from 1951 to 1953.

Anti-Corruption Crusade
</h3>

As Chief of Staff, Duque demonstrated the same integrity and hands-on leadership style that had characterized his entire career. During his tenure, particularly in his final year, he became known for his zealous efforts to rid the military of corruption. He personally investigated reports of abuse and corruption among military personnel, dismissed guilty officers and men, and invoked command responsibility against any officer who tolerated or covered up abuses and misdemeanors.

His anti-corruption efforts were particularly significant given the challenging post-war environment and the need to rebuild the Philippine military's integrity and effectiveness. Duque's approach was that of a "hands-on leader, intent on arresting that which was threatening the integrity of the military".
