Early Life and Education

<p>
Born to Vicente Magalona y Ledesma and Augusta Barrera y Majarocan, Enrique B. Magalona grew up in a prominent family in Negros Occidental. His early education took place at the Molo Institute in Iloilo, an institution situated in what was then known as the <b class="lt-bold">"Athens of the Philippines"</b>, a center of learning in the Visayas during the Spanish colonial era. The town of Molo thrived as an educational hub throughout the 1800s, hosting several prestigious schools including Instituto de Molo, Centro Escolar, and Colegio de Santa Ana.

After completing his primary and secondary education in Molo, Magalona pursued higher learning at the <a href="https://kahimyang.com/kauswagan/articles/2884/the-history-of-colegio-de-san-juan-de-letran" class="news_link">Colegio de San Juan de Letran</a> in Manila, one of the Philippines' oldest and most prestigious institutions, founded in 1620. He graduated with a Bachelor of Arts degree in 1907. Continuing his academic journey, Magalona enrolled at La Jurisprudencia (Academia de la Jurisprudencia), where he earned his Bachelor of Laws degree in 1911. Armed with his legal education, he embarked on a career in law and public service that would span more than four decades.

Political Career: From Municipal President to National Assemblyman
</h2>

Enrique B. Magalona's political career began at the local level when he was elected Municipal President (mayor) of Saravia in 1922, and was subsequently re-elected in 1925. His leadership abilities were quickly recognized beyond his hometown, and in 1926, he was elected President of the Municipal Presidents Convention in Bacolod, Negros Occidental.

In 1931, Magalona entered the national political stage when he was elected as representative to the ninth Philippine Legislature, representing the First District of Negros Occidental. He was re-elected to the tenth Philippine Legislature, serving until 1934. With the establishment of the <a href="" class="news-link-ext" target="_blank" rel="noreferrer">Commonwealth of the Philippines</a> in 1935, Magalona was elected as assemblyman from the First District of Negros Occidental to the new National Assembly, where he served until 1938 before being re-elected for another term that lasted until 1941.

During his tenure in the National Assembly, Magalona demonstrated his commitment to labor issues by serving as chairman of the committee on labor and immigration. His focus on workers' rights and welfare during this period laid the groundwork for his later legislative accomplishments as a senator.

Following <a href="https://en.wikipedia.org/wiki/World_War_II" class="news-link-ext" target="_blank" rel="noreferrer">World War II</a> and the reconstitution of the Commonwealth government, Magalona was elected to the Senate of the Philippines in the landmark 1946 elections. He was elected as a member of the Liberal Party (specifically the Liberal Wing of the Nacionalista Party, which became the Liberal Party). He served two consecutive terms in the Senate: from 1946 to 1949, and again from 1949 to 1955 after successfully defending his seat in the 1949 elections.

As a senator, Magalona held several important committee chairmanships, including the Committees on Accounts and Civil Service, Rules, Public Health, Labor and Immigration, and National Enterprises. His positions as chairman of these powerful committees enabled him to shape legislation that would impact the lives of countless Filipinos.

<b class="lt-bold">Republic Act No. 709 (The Magalona Law)</b>: Perhaps his most culturally significant legislative achievement, this law made the instruction of Spanish compulsory in all universities and colleges, both public and private, requiring students to complete at least twelve units. Enacted in 1952, the Magalona Law sought to preserve Spanish as an important component of Philippine cultural heritage and identity. Senator Magalona recognized Spanish not as a foreign language, but as an integral part of Filipino history and heritage, having been spoken in the Philippines for over three centuries. This law reinforced an earlier measure, Republic Act No. 343 (the Sotto Law), which had been authored by Senator <a href="https://kahimyang.com/kauswagan/articles/1077/today-in-philippine-history-april-18-1877-vicente-yap-sotto-was-born-in-cebu-city" class="news_link">Vicente Yap Sotto</a> and made Spanish teaching optional in high schools. His authorship of Republic Act No. 611, which established cumulative leave benefits for government employees, exemplified his dedication to worker welfare and remains one of his most enduring legacies.

The town of Enrique B. Magalona celebrates his legacy each May 1st with the <b class="lt-bold">Ugyonan Festival</b>, which coincides with both Labor Day and the feast day of Saint Joseph the Worker, the town's patron saint. The festival name derives from the Hiligaynon word "ugyon," meaning cooperation, embodying the spirit of community and workers' solidarity that Magalona championed throughout his career.
