The Self-Taught Scholar and Hydrographer

In Madras, Dalrymple's "industry and intelligence" caught the attention of the historian <a href="https://en.wikipedia.org/wiki/Robert_Orme" class="news-link-ext" target="_blank" rel="noreferrer">Robert Orme</a>, a member of the local EIC council, who gave the young writer "the run of his library". This access ignited a lifelong "passionate interest in trade, geography, astronomy, charting and exploration". Dalrymple's true education became a self-directed, archival quest. He began to <i>"trawl libraries and offices looking for information and charts"</i> related to Pacific discoveries and the history of European trade.

<p>
He developed a core belief that the great secrets of global geography were not waiting to be found by new exploration, but rather were already written down, hidden in the archives of rivals - particularly Spain. This archival focus, this conviction in the power of the written record, would become the defining characteristic of his career and the key to understanding his subsequent actions in the Philippines.
</p>
<p>
This obsession soon took precedence over his official duties. He turned down a promotion and the "prospect of the secretaryship" at Madras  to instead embark on a "voyage of observation". From this early stage, his EIC career was a vehicle for his personal projects: <b class="lt-bold">to become the preeminent British geographer and the architect of a new EIC commercial empire in the East.</b>   
</p>
<h2>
Early Voyages and the Sulu Connection (1759-1762)
</h2>
<p>
Between 1759 and 1764, Dalrymple traveled widely, visiting China and the "East Indies", including Borneo and the Philippines. He was not a passenger; he was an active hydrographer, creating "running coast surveys and measured port plans" that survived for centuries. His most significant diplomatic achievement during this period was negotiating a commercial treaty with the Sultan of Sulu, a crucial node in the trade routes to China.

This early diplomacy with the <a href="https://en.wikipedia.org/wiki/Sultanate_of_Sulu" class="news-link-ext" target="_blank" rel="noreferrer">Sulu Sultanate</a> was not an isolated event; it was the foundation of a coherent, long-term strategy. This strategy found an unexpected and powerful catalyst in 1762. When a British fleet captured Manila as part of the Seven Years' War, Dalrymple was present in the region and became "swept up in the British Occupation". He was, however, no passive observer. He immediately used the British military victory to advance his own commercial project. He went to Manila and arranged for the release of the elderly Sultan of Sulu, <a href="https://en.wikipedia.org/wiki/Azim_ud-Din_I_of_Sulu" class="news-link-ext" target="_blank" rel="noreferrer">Alimuddin I</a>, who had been held prisoner there by the Spanish. As a reward for this act of liberation, the Sultan gratefully ceded the island of <a href="https://en.wikipedia.org/wiki/Balambangan_Island" class="news-link-ext" target="_blank" rel="noreferrer">Balambangan</a>, off the coast of Borneo, to Dalrymple and the East India Company.

Dalrymple had masterfully leveraged a major military conflict to secure the key territory for his long-planned eastern trading post.

<h2>
The Chaos of Conquest - Britain in Manila (1762-1764)
</h2>

<p>
The British invasion of the Philippines was an extension of the Seven Years' War, a global conflict that had recently seen Spain join on the side of France. An amphibious force, assembled by the British military and the EIC in Madras, descended on Manila Bay. The siege was brief and violent, lasting from September 24 to October 6, 1762, and ending with the surrender of the city and the nearby port of Cavite.

The "Barren Conquest"
</h3>

<p>
The victory, however, was strategically hollow. After an initial sacking of the city, the British found their authority evaporating. A formidable Spanish resistance, led by Lieutenant Governor <a href="https://kahimyang.com/articles/3274/how-simon-de-anda-defended-manila-from-the-british" class="news_link">Simón de Anda y Salazar</a>, immediately regrouped in the provinces. This resistance was so effective that the British were pinned to the coast; they "never owned any land beyond the range of the cannons in Manila". The occupation was not a functioning colonial government but a failed state, characterized by a complete disconnect between the military commanders, who had achieved their objective and largely departed, and the EIC, which was left to govern the city and collect a massive ransom that never fully materialized. It was, as historians later called it, a "barren conquest".

The Disastrous Governorship of Dawsonne Drake (Nov 1762 - Mar 1764)
</h3>
<p>
Into this power vacuum stepped <a href="https://kahimyang.com/articles/3277/dawsonne-drake-and-the-british-failure-in-manila-1762-1764" class="news_link">Dawsonne Drake</a>, an EIC official who assumed office as the first British governor on <time datetime="1762-11-02">November 2, 1762</time>. His 18-month administration was an unmitigated disaster.   
</p>
<p>
Drake was tasked with collecting the ransom, promoting trade, and defending the perimeter; one report noted, "it is no wonder he had difficulties, but it is remarkable that he did so badly". His tenure was "scandalized by bitter quarrels with various military officers", including Major Fell, Captain Backhouse, and Captain Brereto.   
</p>
<p>
His failure was not just one of incompetence, but of deep-seated corruption. Drake "set up a special court" and "imprisoned several people from Manila on charges that were not clear". When he eventually returned to Madras, he was tried by the EIC Council on a litany of "criminal charges." These included "abusing his authority to extort money from anyone who came into his power" and, most significantly, the "extortion from the Chinese community". He was found guilty and dismissed from the Council. This specific crime - the systematic extortion of the local Chinese, who were British allies - was not a minor detail. It was the direct cause of the acute political crisis that would define the final days of the occupation.

The Accidental Governor (March 29 - April 10, 1764)
</h2>

The Seven Years' War had formally ended with the Treaty of Paris on <time datetime="1763-02-10">February 10, 1763</time>. The treaty stipulated that all conquered territories not otherwise provided for, which included the Philippines, were to be returned to Spain.   
</p>

The Power Vacuum
</h3>

<p>
News of the treaty, along with official orders from London to withdraw, finally arrived in Manila in "early March" 1764. This news coincided with the arrival of the (overdue) Spanish governor-designate, Brigadier Don Francisco de la Torre, who reached the city's outskirts on March 18, 1764.   
</p>
<p>
The confluence of these events threw the already-fractious British administration into "intense disarray". The arrival of the legitimate Spanish governor and the official orders to leave triggered a final collapse of Drake's authority. The British officers, already in a state of "bitter quarrels", descended into chaos. Governor Drake was "ousted", commanding officers were arrested, and some garrison troops "refused to obey various orders". In this moment of administrative meltdown, Dawsonne Drake resigned (or was forced to depart) on <time datetime="1764-03-29">March 29, 1764</time>.

Dalrymple's 12-Day "Reign"
</h3>
<p>
On the very same day as Drake's departure, March 29, 1764, the "Manila Council" - the remaining body of EIC officials and military officers - elected Alexander Dalrymple as <b class="lt-bold">"Provisional Deputy Governor"</b>. Some sources refer to him by the grander title of "Governor General", but his role was anything but grand.   
</p>
<p>
This appointment was an act of desperation. The occupation was "miserably mismanaged", and the "notorious" Governor Drake had alienated the entire military command. The Council did not need a governor; it needed a liquidator. Dalrymple, who had been in Manila pursuing his own projects  but was untainted by Drake's scandals, was the only man for the job. He was an EIC servant  but also a respected intellectual  and a proven diplomat. He was the only figure neutral and competent enough to be trusted to simply end the occupation.   
</p>
<p>
His mandate was clear and limited: his <b class="lt-bold">"main task was overseeing the evacuation of Manila"</b> and coordinating the handover to Governor de la Torre. His "governorship" lasted a mere 12 days. He departed Manila on <time datetime="1764-04-10">April 10, 1764</time>.

The Governor's True Work: Pillage and Protection

While Dalrymple's official mandate was simply to manage the evacuation, he used his 12 days of supreme authority to execute two significant, self-directed actions. One was an act of intellectual plunder; the other, an act of strategic protection. Both reveal his true priorities, which went far beyond his official task.
</p>
<h3>
The "Manila Papers" - An Act of Intellectual Plunder
</h3>
<p>
During the initial 1762 siege, British soldiers had "ransacked and pillaged" the Convent of San Pablo (now San Agustin Church). The library, a magnificent repository, was destroyed. Its librarian, Fr. Agustin Maria de Castro, wrote a sorrowful account of the loss, describing its "twenty shelves made of... exquisite wood," its globes, maps, and "many manuscripts worthy of publication". This library contained some 1,500 rare items - two centuries of Spanish knowledge on the Philippines, Asia, and the Pacific.

<p>
In the chaotic 18 months that followed, the looted items were "sorted and picked through, some auctioned off on site and others left behind". One local lawyer bought a trove of books "for a ridiculous price". Dalrymple, the archivist-scholar, would have been keenly aware of this dispersed intellectual treasure.   
</p>
<p>
His election as Provisional Governor on March 29 gave him, for 12 days, the power to act. "Towards the end of the British occupation," coinciding exactly with his tenure, the "majority of the materials... ended up in the hands of the Scottish Hydrographer, Alexander Dalrymple". He "claimed the collection for himself". This was not the crude looting of 1762; it was a sophisticated, opportunistic act of intellectual procurement. He used his official power to consolidate the plundered items into his personal possession, an act of "looting and plundering"  executed with the precision of a scholar who knew exactly what he was taking. This collection became known as the "Manila Papers".

<h3>
The Chinese Evacuation - An Act of Strategic Protection
</h3>
<p>
Dalrymple's other major act was to solve the refugee crisis his predecessor had created. The local Chinese allies, having been extorted by Drake, "did not trust the Spaniards". Their fears were justified: Simón de Anda was instructing his delegates to "deny general pardon to the Chinese".   
</p>
<p>
As "provisional governor", Dalrymple "promised them transportation". When a shortage of British ships threatened the evacuation, he used his gubernatorial authority to "accommodate them aboard <a href="https://en.wikipedia.org/wiki/Sampan" class="news-link-ext" target="_blank" rel="noreferrer">sampans</a> sequestered from Chinese traders". He successfully organized a flotilla that evacuated "1,100 to 1,200" Chinese refugees.   
</p>
<p>
This was not merely a humanitarian act. It was a brilliant, self-serving act of strategic resettlement. Dalrymple's "grand project" was the EIC trading post at Balambangan, the island ceded to him by the Sultan of Sulu. This new post would need skilled traders, settlers, and laborers to be viable. His 12-day governorship had just put him in command of over a thousand entrepreneurial refugees who were desperate to leave Manila. He did not send them to India or China; he specifically transported them to Sulu, the staging ground for his Balambangan project. His goal was to "attract Chinese immigrants" to his new settlement, and he used his official power to move this human capital from a failed British venture into his own.
