By late 1898, the Spanish Empire was crumbling. In Iloilo, the Spanish Governor-General <a href="https://kahimyang.com/articles/3106/diego-de-los-r-os-last-spanish-governor-of-the-philippines" class="news_link">Diego de los Rios</a> realized that his position was untenable. On December 23, 1898 - just two days before Miller's departure - De los Rios formally surrendered Iloilo to the <b class="lt-bold">Federal State of the Visayas</b>, a revolutionary government led by General Martin Delgado.
