Tomas Lluisma Cabili was born on <time datetime="1903-03-07">March 7, 1903</time>, in <a href="https://en.wikipedia.org/wiki/Iligan" class="news-link-ext" target="_blank" rel="noopener noreferrer">Iligan</a>, which was then a part of the Misamis province under the American colonial administration. He was the son of <b>Guillermo Cabili</b> and <b>Epifania H. Lluisima</b>. His upbringing in Iligan provided him with an early understanding of the diverse cultural and religious demographics of Northern Mindanao, a region that would remain the primary focus of his political life. The socio-political environment of Iligan during the early 1900s was one of gradual administrative reorganization, as the American government sought to integrate the Moro provinces into the broader Philippine body politic.

His formal education began at the Iligan Primary School, where he studied from 1911 to 1915, followed by his elementary education at the Iligan Elementary School from 1915 to 1918. The most significant early milestone in Cabili's political career was his service as a delegate to the 1934 Constitutional Convention. Tasked with drafting the fundamental law for the Commonwealth of the Philippines, the convention was a gathering of 202 delegates from across the archipelago. While the majority of the delegates focused on creating a unitary government centered in Manila, Cabili emerged as a vocal proponent of a federal system. His stance was rooted in the belief that a highly centralized government would fail to address the unique cultural and political needs of the southern Philippines, particularly Mindanao.

Cabili's most enduring historical distinction is that he was the only delegate out of 202 who refused to sign the 1935 Constitution. His refusal was not merely a symbolic gesture but a principled opposition based on several key arguments. During the convention, he argued for nearly half a day, warning that the proposed unitary setup would eventually lead to instability and conflict in Mindanao. He believed that the concentration of power in Malacañang would create a dictatorial structure that would ignore the economic and cultural rights of the non-Christian population in the south.

His opposition was summarized in seven primary reasons, which touched on issues of minority protection, economic sovereignty, and political stability. He argued that the draft constitution failed to provide adequate safeguards for the progress of non-Christians, a provision that had been included in earlier drafts but subsequently removed. Furthermore, he expressed concern that the document's provisions on land appropriation might inadvertently encourage communism or allow for the acquisition of agricultural lands by foreign interests, which he saw as a threat to local livelihoods. <i>His parting words to the assembly were remarkably prophetic, stating that a unitary government would inevitably result in "war in Mindanao". After more than eighty years, many historians and proponents of federalism view his dissent as a visionary assessment of the Philippine political landscape.</i>

Legislative Service in the National Assembly (1935-1941)

Despite his opposition to the Constitution, Cabili remained a committed participant in the new political system. In the 1935 general elections, he was elected as the assemblyman for the lone district of Lanao in the First National Assembly. His legislative work was extensive, as evidenced by his membership in a wide array of committees. He sought to influence national policy from within, particularly in areas concerning education, infrastructure, and the administrative development of Mindanao.

During the First National Assembly, Cabili served on committees that dealt with agriculture, codes, franchises, provincial and municipal government, the national language, public instruction, Mindanao and special provinces, appropriations, civil service, and public lands. His involvement in the Mindanao and special provinces committee was particularly relevant to his constituency, allowing him to advocate for regional development projects. In 1938, he was re-elected to the Second National Assembly, where his political influence continued to grow. During this second term, he was appointed Chairman of the Committee on Privileges and continued his work in committees related to agriculture, appropriations, forests, and national companies.
