His versatility was such that the university offered him a professorship in music upon his graduation. Writing under the pseudonym "G. Solon," de los Santos contributed prose that articulated the aspirations of the First Philippine Republic. Beyond journalism, his political contribution included serving as a delegate to the Malolos Congress from September 15, 1898, to November 13, 1899. Representing Nueva Ecija, he participated in the drafting of the national legislature, gaining firsthand experience in the complexities of governance and the importance of constitutional law.

Following the establishment of the American colonial government, de los Santos transitioned into civil service, leveraging his legal training and provincial knowledge. In April 1900, he was appointed as the district attorney for San Isidro, Nueva Ecija. His performance in this role led to his election as the provincial governor of Nueva Ecija in 1902, making him the first democratically elected governor of the province and a leader within the Federal Party.

His tenure as governor (1902–1906) was marked by a shift away from the traditional cronyism of the Spanish era toward a more technical and competent style of public administration. A defining achievement of this period was his leadership in the 1903 Philippine Census. Having spent two weeks in Manila studying district maps and census protocols, de los Santos returned to Nueva Ecija to supervise the count of 134,147 people. He was personally responsible for managing the enumerators and documenting the province's manufacturing and agricultural outputs.

The 1918 Census and Statistical Leadership

His reputation for administrative precision led to further appointments. In 1918, during the next major census - the first to be conducted almost entirely by Filipinos - Governor-General <a href="/articles/3203/francis-burton-harrisons-role-in-philippine-nationhood" class="news_link">Francis Burton Harrison</a> designated de los Santos as the assistant technical director. Working alongside Director Felipe Buencamino, Sr., he was responsible for the technical editing and oversight of the entire census process. In 1925, Governor-General Leonard Wood appointed de los Santos as the Director of the Philippine Library and Museum, a position he held until his death in 1928. Under his leadership, the library's collections grew substantially, aided by his ability to secure legislative funding through his strong rapport with Filipino lawmakers.
