Promoted to colonel in 1935, Wainwright commanded the 3rd Cavalry Regiment before receiving his first star in 1938 as commander of the 1st Cavalry Brigade at Fort Clark. In September 1940, as the threat of war with Japan intensified, Wainwright was ordered back to the Philippines to take command of the Philippine Division, a prestigious unit of Philippine Scouts led by American officers. Just as he was transiting the Panama Canal on his way to Manila, he was notified of his promotion to major general. This assignment placed him under the command of General Douglas MacArthur, who had been recalled to active duty to organize the defense of the archipelago.

The strategic situation Wainwright encountered upon his arrival in Manila was fraught with contradictions. For decades, American planning had relied on WPO-3, which envisioned a defensive withdrawal to the Bataan Peninsula to deny the enemy the use of Manila Bay while awaiting reinforcements from the United States. However, MacArthur had discarded WPO-3 in favor of an aggressive "beach defense" plan, arguing that with the arrival of B-17 bombers and a rapidly expanding Philippine Army, the entire archipelago could be held. Wainwright, as commander of the Northern Luzon Force, was given the daunting task of defending the most likely amphibious invasion routes with a force that was largely ill-equipped and poorly trained.

When the Japanese attacked on December 8, 1941, the flaws in MacArthur's aggressive strategy became immediately apparent. The Japanese Fourteenth Area Army, under Lieutenant General <a href="https://kahimyang.com/kauswagan/articles/2878/april-3-1946-japanese-general-masaharu-homma-was-executed-by-firing-squad-in-los-ba-os-laguna" class="news_link">Masaharu Homma</a>, successfully established air superiority within hours. On December 22, the main Japanese landing force waded ashore at Lingayen Gulf, supported by 100 tanks. Wainwright's forces, spread thin along the beaches, were unable to contain the veteran Japanese units. Confronted with the physical disintegration of his coastal defenses, Wainwright realized that any further attempt to hold the beaches was "impracticable".

Late on the afternoon of December 23, Wainwright contacted MacArthur's headquarters and requested permission to withdraw behind the Agno River. This moment marked the pivot back to the original WPO-3 strategy - a fighting retreat to the Bataan Peninsula. Wainwright's execution of this retreat is considered one of the most masterful delaying actions in military history. He utilized a series of five defensive lines (D1 through D5) to buy time for the South Luzon Force to move north and cross into the peninsula.

The successful execution of this "double retrograde movement" saved approximately 75,000 troops from immediate encirclement and ensured that the defense of the Philippines would continue for months, rather than days. Wainwright's personal presence at the front was a critical factor during this chaotic period. He was frequently seen at the San Fernando chokepoint, directing traffic and ensuring that his units maintained cohesion under relentless aerial bombardment. By January 6, 1942, the Allied forces had successfully reached Bataan, though they did so having abandoned vast stores of food and ammunition in Manila, which MacArthur had declared an "open city".

The Siege of Bataan: Leadership on the Firing Line

The defense of Bataan became a symbol of American resilience in the early stages of World War II. Wainwright was assigned command of I Corps, responsible for the western sector of the peninsula. The conditions on Bataan were horrific. The defenders, famously known as the <b>"Battling Bastards of Bataan"</b>, were placed on half-rations almost immediately. As the siege progressed, these rations were cut further until the men were surviving on "monkey meat and a few grains of rice". Tropical diseases such as malaria, beriberi, and dengue fever incapacitated thousands, as medical supplies were non-existent.

Wainwright's leadership style on Bataan was defined by his constant visibility. Unlike MacArthur, who remained largely at his headquarters in the Malinta Tunnel on Corregidor, Wainwright "frequented the firing line of his troops". His presence in the foxholes, often under direct fire, provided the "example and incentive" that sustained the morale of men who knew they were being sacrificed to buy time for the United States. His thin, gaunt figure, often leaning on a cane, became an icon of defiance.

In January 1942, Wainwright's I Corps successfully held off a major Japanese assault, an achievement that earned the defenders national admiration. However, the situation remained desperate. MacArthur continued to lobby Washington for reinforcements that he knew were not coming, while Wainwright managed the tactical reality of starving men holding a shortening front. In March 1942, under direct orders from President <a href="https://en.wikipedia.org/wiki/Franklin_D._Roosevelt" class="news-link-ext" target="_blank" rel="noreferrer noopener">Franklin D. Roosevelt</a>, MacArthur evacuated to Australia to take command of the Southwest Pacific Area. He left Wainwright in command of all U.S. and Filipino forces in the Philippines, a promotion to lieutenant general that carried with it the burden of an impossible situation.

Wainwright established his headquarters on the island fortress of Corregidor, while Major General <a href="/kauswagan/articles/1063/bataan-1942-general-edward-kings-fateful-surrender" class="news_link">Edward P. King</a> took over command of the troops remaining on Bataan. On <time datetime="1942-04-09">April 9, 1942</time>, King, facing the total physical collapse of his 70,000 men, surrendered Bataan to General Homma. Wainwright, though he had authorized King to "continue the fight or make terms as he saw fit," was devastated by the fall of the peninsula but prepared to make a final stand on Corregidor.
