When a staff officer from Manila eventually arrived to investigate the delay, Jimbo did not capitulate. Instead, he flew to Manila to confront the high command directly.

In Manila, Jimbo found General Homma absent but met with the Chief of Staff, Lieutenant General Takaji Wachi. Wachi was stunned to learn that an execution order had been issued for Roxas, particularly after Homma's violent reaction to the unauthorized execution of Chief Justice Jose Abad Santos. Wachi confronted Major General Hayashi and his staff, who eventually admitted they had stamped the order "without giving it too much thought" to satisfy radical elements.

Jimbo flew to Malaybalay and successfully halted the execution at the final hour.
