His father, <b>Salvador Banatao</b>, was a rice farmer, while his mother, <b>Rosita Pamittan</b>, worked as a housekeeper; the family lived without electricity or paved roads, and he often walked barefoot to school. Encouraged by his father to pursue education rather than field work, he excelled academically, graduating at the top of his class from Malabac Elementary School and earning a place at Ateneo de Tuguegarao, a Jesuit boarding high school far from his home village.

Banatao earned a Bachelor of Science degree in Electrical Engineering, graduating cum laude, from the Mapúa Institute of Technology (now <a href="https://en.wikipedia.org/wiki/Map%C3%BAa_University" class="news-link-ext" target="_blank" rel="noreferrer noopener">Mapúa University</a>) in Manila in 1966.
