Born in the town of Arévalo, Spain, Gonzalo was a product of the minor nobility and the administrative class that fueled the expansion of the Habsburg Empire. Historical records regarding his parentage vary slightly across sources, with some identifying his parents as <b>Pedro de Mercado y Peñalosa</b> and <b>Catalina Briceño Ronquillo</b>, while others name <b>Rodrigo Ronquillo</b> and <b>Teresa Briceño</b>. Regardless of the specific genealogical branch, it is clear that Ronquillo belonged to a family deeply embedded in the service of the Crown.

<p>
Before his elevation to the governorship of the Philippines, Ronquillo served in the Viceroyalty of New Spain (Mexico) as the alguazil-mayor (Royal Court Marshal). This position was not merely ceremonial; it involved significant judicial and police responsibilities, providing him with a firsthand education in the complexities of managing a colonial frontier, enforcing royal decrees, and navigating the friction between civil authorities and religious orders. His time in Mexico allowed him to build a network of contacts among the encomendero class and the merchant elite, which would later prove vital in his recruitment of settlers for the Philippine mission.

The defining characteristic of Ronquillo's appointment was its fiscal basis. By the late 1570s, King Philip II was facing the immense financial strain of the "Prudent King's" global commitments, including the defense of the Mediterranean against the Ottomans and the growing conflict in the Low Countries. The Philippine colony, established by <a href="/articles/3097/the-life-and-legacy-of-miguel-l-pez-de-legazpi" class="news_link">Miguel López de Legazpi</a> in 1565 and expanded by <a href="/articles/3105/guido-de-lavezaris-spanish-colonial-leader-in-the-philippines" class="news_link">Guido de Labezares</a> and <a href="/kauswagan/articles/1916/august-25-1575-francisco-de-sande-arrived-manila-to-assume-governorship-of-the-filipinas" class="news_link">Francisco de Sande</a>, remained a significant drain on the royal treasury.

In 1578, the Crown entered into a contract, or asiento, with Ronquillo de Peñalosa. Under the terms of this agreement, Ronquillo committed to colonizing and reinforcing the Philippines at his own personal expense. This included the logistical burden of recruiting, equipping, and transporting 600 men - a mix of soldiers, artisans, and settlers - from Spain and Mexico to the archipelago. In exchange for this massive financial risk, Ronquillo was granted the title of Governor and Captain-General of the Philippines for life.

This arrangement was a profound shift from the traditional "salary-and-service" model of colonial governors. It effectively made Ronquillo a venture capitalist of empire. The implications of this contract were twofold:

Upon arriving in Manila in April 1580, Ronquillo de Peñalosa took command of a settlement that was still recovering from the 1574 attack by the pirate Limahong and the administrative shifts under Francisco de Sande. Ronquillo immediately recognized that if the Philippines was to survive as a Spanish outpost, it needed a centralized, defensible, and permanent capital.

In 1582, Ronquillo issued a formal order declaring Manila the official political and economic capital of the Philippines. While the city had been founded by Legazpi a decade earlier, Ronquillo sought to consolidate all governmental functions within its walls. He oversaw the establishment of the Palacio del Gobernador (Governor's Palace) in the heart of <a href="/articles/3008/the-history-of-intramuros-the-walled-city-manila" class="news_link">Intramuros</a>. This palace was not merely a residence; it integrated the royal treasury, the military headquarters, and the governor's administrative offices into a single complex, facilitating a level of bureaucratic efficiency previously unseen in the colony.

Regulatory Control and the 1582 Travel Decree

Ronquillo's administration was marked by a strict emphasis on social and political order. On <time datetime="1582-03-30">March 30, 1582</time>, he enacted an ordinance restricting the movement of all persons - Spanish and indigenous alike - out of the islands. This decree was prompted by the unauthorized departures of several Franciscan friars, such as Fray Pedro de Alfaro and later Fray Pablo de Jesús, who had traveled to China to attempt clandestine missionary work. Ronquillo viewed these unauthorized voyages as "scandalous," as they threatened the delicate diplomatic balance with the Ming Dynasty and drained the colony of much-needed religious personnel. By mandating that no one could leave without his express permission, Ronquillo reinforced the Governor's role as the ultimate arbiter of all trans-Pacific and regional traffic.

In 1581 and 1582, Ronquillo implemented the <b>Almojarifazgo</b>, a system of ad valorem duties on imports and exports. He criticized the lack of systematic disbursement of the royal exchequer and the haphazard collection of tributes under previous regimes. The almojarifazgo targeted the lucrative trade in Chinese silks and American silver that had begun to surge after 1573.

Before Ronquillo, the only significant levy on Chinese vessels was a <b>"Derecho de Anclaje"</b> (mooring tax) based on ship size. Ronquillo's new policy established a sophisticated tariff board (Junta de Aranceles) to set values for imported goods and collect duties to protect Spanish interests and expand foreign commerce. This policy proved so effective that it remained the bedrock of Philippine customs management until the early 19th century.

The Transition to a Specie Economy

The transition to a specie-based economy occasionally caused inflation and hardship for local populations who lacked access to silver, yet it was this very policy that enabled the Philippines to become the primary entrepôt for the exchange of American bullion for Asian luxuries.
