A seasoned career officer, De la Torre rose to the rank of brigadier in the royal armies and served as a gentleman of the King’s bedchamber under the Bourbon monarch <a href="https://en.wikipedia.org/wiki/Philip_V_of_Spain" class="news-link-ext" target="_blank" rel="noreferrer noopener">Philip V</a>. His status as a peninsular underscored his role as part of the metropolitan military‑bureaucratic elite sent to govern the empire's distant and strategically vital territories.

Under the colonial administrative structure, the Captaincy General of the Philippines was subordinated to the Viceroyalty of New Spain, located in Mexico City. This structural dependence meant that the Governor-General was appointed by the crown upon the recommendation of metropolitan councils, yet remained economically dependent on the trans-Pacific trade and annual subsidies (situado) dispatched from Mexican treasuries.

De la Torre succeeded <b>Fernando Valdés Tamón</b>, whose decade-long administration had attempted to fortify the colony against maritime threats. Upon his arrival in Manila, De la Torre was immediately presented with royal instructions from José de la Quintana, requiring a detailed diagnostic report on the military, financial, and administrative state of the islands. De la Torre brought a rigid military focus to a complex civil-religious bureaucracy, which set the stage for major institutional clashes and widespread public discontent during his six-year tenure.

Oligarchs, Silver, and the Misericordia: The Mexican Commercial Networks

The governance of the Spanish Philippines was deeply intertwined with private commercial networks that linked Manila merchants to financiers in New Spain. De la Torre was closely connected to the local merchant oligarchy and Mexican commercial networks, maintaining close personal and business ties with elite families who dominated trans-Pacific shipping.

Crucial to this economic ecosystem was the <b>Mesa de la Santa Misericordia</b> (Table of the Holy Mercy), a powerful charitable confraternity in Manila that managed substantial pious funds (obras pías). Rather than functioning purely as charity, the Misericordia operated as a major credit institution, lending capital at high interest rates through respondentia contracts to finance the highly lucrative cargoes of the Manila Galleons.

De la Torre was a relative or close commercial associate of the small oligarchy that directed the Misericordia during the 1720s and 1730s, including influential figures like Francisco de Carriedo y Otero, who had served as proveedores (providers) of the institution. This alliance between the executive office and Manila's merchant elite meant that official state policies - particularly regarding naval defense, cargo allocations, and currency regulation - were often aligned with the private financial interests of the trans-Pacific trading syndicate.

The War of Jenkins' Ear and the Loss of the Nuestra Señora de Covadonga

The defining external catastrophe of De la Torre's administration was the capture of the Manila Galleon Nuestra Señora de Covadonga by the British Royal Navy in June 1743. This engagement occurred within the wider context of the War of Jenkins' Ear (known in Spanish records as the Guerra de Asiento), a commercial and maritime conflict between Spain and Great Britain. The trans-Pacific galleon route was the economic lifeblood of the Philippines, carrying silver coins mined in Potosí and Zacatecas from Acapulco to Manila, where they were exchanged for valuable Chinese silks, porcelain, and spices.

On April 30, 1742, Governor De la Torre signed the official commission in Manila appointing Juan Lanz de Aristoarena as the Master (Maestre) of the Nuestra Señora de Covadonga. The galleon departed Cavite on July 22, 1742, heavily armed with 42 cannons and 28 bronze swivel guns (pedreros) under the overall command of General Luis Manso de Velasco, arriving in Acapulco in February 1743.

For the return voyage, the galleon was placed under the command of General Gerónimo Montero, a veteran Portuguese navigator with fourteen years of experience on the Pacific route. The ship departed Acapulco in April 1743, heavily laden with over 1.3 million silver pesos. Crucially, the vessel was severely overloaded with private merchant cargo, which compromised its speed, restricted its maneuverability, and left its gun decks partially obstructed.

On June 20, 1743, near Cape Espíritu Santo (northernmost point of Samar Island) - a strategic landfall choke point near the Embocadero of San Bernardino - the Covadonga was intercepted by Commodore George Anson commanding the British warship HMS Centurion. Despite its heavy armament, the overloaded Spanish ship was quickly overwhelmed. The British captured the vessel, seizing 1,313,843 silver pesos and vital colonial documents, including secret trans-Pacific navigational charts (derroteros), war plans, and cargo manifests.

<p>
This capture dealt a severe economic blow to the colony, bankrupting many prominent merchant families and depriving the government of the operating capital needed to pay administrative salaries and fund coastal defenses. The disaster generated widespread public anger - or "general odium" - against Governor De la Torre, who was heavily criticized for failing to dispatch a naval squadron to escort the incoming galleon through the dangerous waters of the Embocadero. Although a subsequent military inquiry acquitted General Nebra and his surviving officers of criminal negligence, the loss of the Covadonga exposed the profound vulnerability of Spain's Pacific trade network.

Domestically, De la Torre's administration was defined by executive overreach that alienated the colony's legal and religious establishments. This was most clearly demonstrated in his treatment of the royal fiscal of the Real Audiencia, Francisco Arroyo. The order to arrest Arroyo had originally been issued during the administration of Valdés Tamón, but it was De la Torre who executed the decree, confining the fiscal to a dungeon.

The office of the royal fiscal served as a vital constitutional check on executive power, protecting the interests of both the Crown and colonial subjects against arbitrary decisions by the Governor-General. By imprisoning Arroyo, De la Torre directly challenged the judicial authority of the Real Audiencia, creating a major constitutional standoff.

This institutional conflict ended in tragedy. Although the Council of the Indies in Madrid eventually reviewed the case, overruled the arrest, and issued a royal decree ordering the immediate restoration of Arroyo's office, back-pay, and confiscated property, the order arrived too late. Arroyo had already died in his cell in 1743. The fiscal's death in government custody cemented De la Torre's reputation for cruelty, turning both secular and religious authorities in Manila against his administration.
