Rather than initiating from a state mandate, the observatory began as the private intellectual pursuit of a Jesuit scholastic, Francisco Colina, who taught mathematics and physics at the college. In his spare time, Colina began systematically recording daily weather observations in 1860, utilizing a rudimentary suite of instruments housed in an abandoned pigeon coop on the school's roof.

These early instruments reflected the severe lack of scientific equipment in the Spanish colony. To measure atmospheric humidity, Colina constructed a simple hygrometer consisting principally of human hair. His barometer for measuring atmospheric pressure was a glass siphon filled with an oily liquid of a yellowish hue. Temperature was monitored using a standard household thermometer adapted for scientific observation, and wind direction was gauged using a simple cloth rag fluttering from a length of twine.

Colina, working alongside Padre Jaime Nonell, correlated his daily raw data with the physical passage of the storm and published a comprehensive analysis in the prominent local newspaper, Diario de Manila.

This publication altered public perception. Civic-minded merchants and maritime operators quickly realized that systematic weather tracking could safeguard the colony's commercial shipping lines. Subscription funds were raised by the local business community to acquire sophisticated scientific equipment from major European centers, including London, Paris, Germany, and Rome. Colina departed for Europe in 1868, leaving the young Federico Faura to take charge of the fledgling observatory.

Federico Faura's Early Scientific Career and the Secchi Meteorograph (1866–1878)

Federico Llatzer Manuel Faura y Prat was born on <time datetime="1840-12-30">December 30, 1840</time>, in Artés, Barcelona, Spain. The fourth of twelve children in a highly religious Catalan family, he entered the Society of Jesus on <time datetime="1859-10-16">October 16, 1859</time>, joining the Spanish Province of Aragon. In June 1866, while still an unordained scholastic, Faura arrived in Manila to teach the sciences and assist Colina with meteorological observations.

His early aptitude for field astronomy was demonstrated in <time datetime="1868-08">August 1868</time>, when he accompanied Juan Ricart and Jaime Nonell on a scientific expedition to <b>Mantawalok-kiki</b>, a small island in the Celebes archipelago, to observe a total solar eclipse. The observations made by the Jesuit party were subsequently published in Europe, establishing the observatory's scientific credibility among international academic circles.

In 1869, the Manila Observatory acquired a Universal Meteorograph, designed by the celebrated Jesuit astronomer Padre Angelo Secchi, director of the Vatican Observatory in Rome. Purchased from the Holy See for 5,000 Spanish dollars, the apparatus was a highly complex, automated instrument capable of continuously recording atmospheric pressure, temperature, humidity, rainfall, and wind velocity day and night on a single synchronized chart.

The machine arrived in Manila disassembled and without a user manual. Faura successfully assembled the intricate mechanism in three days, demonstrating a mechanical and mathematical aptitude that would define his career. In 1871, Faura returned to Europe to complete his theological training in Spain and France. Following his ordination in Toulouse, France, he returned to Manila in 1878 to assume the formal directorship of the Manila Observatory.

The year 1879 was the definitive turning point for tropical meteorology in the Far East. Armed with a decade of continuous meteorograph records, Faura sought to isolate the precise atmospheric precursors of tropical cyclones. On <time datetime="1879-07-07">July 7, 1879</time>, Faura observed a significant drop in barometric pressure accompanied by distinct shifts in wind direction. He announced that a typhoon was crossing Northern Luzon.

Because no such warning had ever been issued in the region, the public and colonial authorities paid little attention. The subsequent devastation of Isabela and Cagayan validated Faura's prediction, establishing the credibility of the Observatory's scientific methodology.

A notable divergence exists within nineteenth-century colonial historiography regarding the exact chronological placement of the second landmark 1879 typhoon forecast. One historical thread, corroborated by early municipal records and civil governor reports, dates this warning to <time datetime="1879-10-19">October 19, 1879</time>, with the typhoon crossing Manila on <time datetime="1879-10-21">October 21, 1879</time>. Conversely, the second historical tradition, documented in the Catholic Encyclopedia and official histories compiled by the Society of Jesus, places the warning on <time datetime="1879-11-18">November 18, 1879</time>, with the storm breaking over Manila on <time datetime="1879-11-20">November 20, 1979</time>.

When the typhoon struck the capital with extreme force, the preemptive measures mitigated losses within Manila Bay. However, the catastrophic limitations of contemporary colonial communication infrastructure were exposed elsewhere. Because telegraph lines had not yet been extended to the southern provinces, the warning could not be transmitted to Southern Luzon. In those un-warned coastal areas, the destruction was massive, resulting in the loss of forty-two vessels and numerous lives.
