While popular historical memory - and the regime's official propaganda - asserts that Martial Law was declared on September 21, 1972, primary sources confirm that democratic institutions were fully operational throughout that day. Senator <a href="/kauswagan/articles/778/today-in-philippine-history-november-27-1932-benigno-aquino-jr-was-born-in-concepcion-tarlac" class="news_link">Benigno "Ninoy" Aquino Jr.</a> delivered a critical privilege speech in the Senate chamber, and the Movement of Concerned Citizens for Civil Liberties (MCCCL), led by Senator <a href="/articles/3131/today-in-filipino-history-february-26-1922-jose-diokno-was-born-in-ermita-manila" class="news_link">Jose W. Diokno</a>, staged a massive protest rally of approximately 50,000 citizens at Plaza Miranda to denounce the impending military takeover.

A key external factor was the Nixon Doctrine, articulated in 1969, which stated that while the United States would assist its allies in their self-defense, it expected them to assume primary responsibility for their own internal security. For the Marcos administration, this doctrine served as a green light to concentrate domestic security forces under the executive branch.

American officials provided tacit support for Marcos's authoritarian transition because it aligned with their economic and military interests in the region. Chief among these interests was the preservation of major US military bases, such as Subic Bay and Clark Air Base, which served as vital logistics hubs during the Vietnam War. Additionally, Marcos accommodated American corporations by removing constitutional restrictions that threatened foreign business operations in the country.

While the administration blamed these incidents on the newly re-established Communist Party of the Philippines (CPP), subsequent analyses indicate that some of these bombings were false flag operations designed to drive moderate student activists and reformers into the radical underground, thereby creating the very threat needed to justify military rule.

Both communist factions acted as class collaborators by aligning with rival wings of the Filipino political elite, which weakened working-class resistance and ultimately cleared the path for Marcos's authoritarian consolidation.

The Political Economy of Dictatorship: Cronyism and Resource Exploitation

A primary objective of military rule was the restructuring of the Philippine economy to centralize wealth within a select network of presidential associates, a system that came to be known as crony capitalism. By dissolving Congress and suspending the regulatory powers of civil institutions, Marcos could bypass constitutional limits and grant lucrative monopolies, land holdings, and resource concessions directly from the office of the President.

A prime example of this economic extraction was the Coconut Levy Fund, established ostensibly as a tax on coconut farmers to finance research and development within the agricultural sector. Between 1971 and 1983, the state collected nearly 9.8 billion pesos from these farmers.

<p>
Rather than benefiting the agricultural community, these funds were diverted by Defense Minister Juan Ponce Enrile and businessman <a href="/kauswagan/articles/2428/today-in-philippine-history-june-16-2020-eduardo-danding-cojuangco-jr-died-of-heart-failure-and-pneumonia" class="news_link">Eduardo "Danding" Cojuangco Jr.</a> to acquire private assets, including a controlling stake in San Miguel Corporation, the country's largest food and beverage conglomerate.

<p>
Similarly, the regime bypassed environmental and constitutional regulations to distribute logging concessions. Although the 1935 Constitution limited individual and family logging concessions to 100,000 hectares, Marcos crony Alfonso Lim was granted seven logging concessions totaling over 600,000 hectares. Enrile himself held a 95,777-hectare concession through San Jose Lumber.

<p>
This systematic plundering of state and private assets was accompanied by a massive influx of foreign debt, which rose from 360 million dollars in 1962 to over 28 billion dollars by 1986. This debt burden, combined with widespread corruption, resulted in a severe economic crisis characterized by high inflation, a rise in poverty incidence, and decades of economic stagnation.
