For over three decades, Leopold II engaged in complex diplomatic maneuvers, secret financial schemes, and geopolitical opportunism in an attempt to acquire the Philippines. This overlooked episode of nineteenth-century history serves as the crucial structural and tactical testing ground for the methods he later successfully deployed to seize the Congo.

Why the Philippines? The Strategic and Economic Motives
</h2>

Upon ascending the throne in <time datetime="1865-12">December 1865</time>, the young King Leopold II presided over a newly independent, neutral Belgium. Consumed by the belief that a nation's wealth, prestige, and geopolitical survival depended on colonial possessions, he lamented Belgium's lack of overseas territories.


The strategic geography of the Philippines made it the perfect target for his ambitions. Leopold II recognized that the archipelago, situated at the crossroads of major Pacific trade routes, possessed immense commercial potential and could serve as a natural gateway to the lucrative markets of China and Japan.


However, Leopold faced severe domestic constraints. The Belgian parliament and the dominant political class of the era were deeply skeptical of overseas colonization. Under economic liberalism, they viewed the acquisition of distant territories as an expensive risk that would require a standing navy and military forces that a neutral state could not justify.


To bypass his own government, Leopold II began operating as a private capitalist, seeking to acquire the Philippines through personal funds, international loans, and confidential diplomatic backchannels.

The First Attempt: Direct Cession and Sovereign Purchase (1866–1871)
</h2>

Immediately after taking the throne, Leopold II launched his first campaign. In 1866, he instructed the Belgian minister in Madrid, Léon Verhaeghe de Naeyer, to open negotiations with <a href="https://en.wikipedia.org/wiki/Isabella_II" class="news-link-ext" target="_blank" rel="noreferrer noopener">Queen Isabella II</a> of Spain for the cession of the Philippines to Belgium. Knowing that the Spanish Crown would reject the proposal and that the Belgian parliament would never approve it, the diplomat quietly refused to act. Upon discovering this disobedience, Leopold promptly transferred Verhaeghe de Naeyer and replaced him with a diplomat more sympathetic to his secret plans.

A major shift occurred in <time datetime="1868-09">September 1868</time>, when Spain's Glorious Revolution deposed Queen Isabella II, leaving the country under an unstable revolutionary government led by Generals Juan Prim and Francisco Serrano. Sensing Spain's financial desperation, Leopold II proposed the outright purchase of the Philippines.


To finance the deal, he set aside 150 million Belgian francs of his personal capital. However, this sum was vastly insufficient to cover the purchase and the islands' operational expenses. Leopold attempted to secure the remaining funds through private loans from British banks in London. The scheme ultimately collapsed when the financial institutions realized the venture lacked the formal sovereign backing of the Belgian state, making it an unacceptable financial risk.

The Greindl Mission and the 90-Year Corporate Concession (1872–1875)

Realizing that direct annexation was politically impossible, Leopold II pivoted to a highly sophisticated corporate proxy scheme. This plan was designed to make the Philippines nominally independent under a Belgian monarch, while outsourcing its administrative and economic exploitation to a private chartered company.


Under a temporary 90-year concession from Spain, Belgium would manage the diplomatic and financial affairs of the territory. Crucially, the charter stipulated that upon the concession's expiration, the company would cede all administrative and territorial rights to Belgium. This legal mechanism was intended to present colonization to future Belgian parliaments as a cost-free fait accompli.


To execute this, Leopold appointed his trusted diplomat, Count Jules Greindl, as plenipotentiary minister in Madrid in <time datetime="1872-11">November 1872</time>. Despite his personal skepticism regarding Leopold's colonial obsession, Greindl spent four years trying to negotiate the deal. The plan eventually failed due to three insurmountable barriers:

By late 1876, the restoration of the Bourbon monarchy under <a href="https://en.wikipedia.org/wiki/Alfonso_XII" class="news-link-ext" target="_blank" rel="noreferrer noopener">King Alfonso XII</a> closed the window of opportunity. Greindl resigned his post, and Leopold redirected his attention toward Africa, appointing Greindl as secretary of the newly formed Association Internationale Africaine (AIA).

The 1898 Stillborn Protectorate: Exploiting the Spanish-American War
</h2>

Leopold II's final attempt to secure the Philippines occurred during the Spanish-American War in 1898. Following Commodore George Dewey's decisive victory at the <a href="/kauswagan/articles/1440/may-1-1898-the-naval-battle-between-the-united-states-and-spain-took-place-in-manila-bay" class="news_link">Battle of Manila Bay</a>, the future of the archipelago was thrown into chaos, as the United States hesitated to declare its long-term colonial intentions.


Leopold rapidly attempted to position Belgium as a neutral administrator. The central figure in this plan was Edouard André, a Belgian businessman who had lived in Manila for fifteen years and served as the Belgian consul.
