Arsenio Cruz Herrera was born on <time datetime="1863-12-14">December 14, 1863</time>, in <a href="/articles/3255/tondo-manila-from-ancient-kingdom-to-urban-icon" class="news_link">Tondo, Manila</a>, to Tomás Cruz and Ambrosia Herrera. He began his early schooling under Fortunato Jacinto and later attended the <a href="/kauswagan/articles/2884/the-history-of-colegio-de-san-juan-de-letran" class="news_link">Colegio de San Juan de Letran</a>, earning his Bachelor of Arts degree (<em>bachiller en artes</em>) in <time datetime="1880">1880</time>. He then enrolled at the <a href="/articles/3223/a-historical-account-of-the-university-of-santo-tomas" class="news_link">University of Santo Tomas</a> to study law. To pay for his studies, Cruz Herrera worked as an employee in the university library, which allowed him direct access to legal and historical collections. He completed a licentiate in canon law in <time datetime="1889">1889</time> and a licentiate in jurisprudence in <time datetime="1892">1892</time>.

Cruz Herrera established a private law firm in Manila that grew into one of the most successful practices in the city, earning up to eighty thousand pesos per year. <h2>
Revolutionary Movement and the First Republic
</h2>
<p>
When the Philippine Revolution against Spain began in <time datetime="1896">1896</time>, Cruz Herrera provided legal and strategic advice to revolutionary leaders. Historical records show that he advised <strong>General Maximo Hizon</strong> during military actions aimed at taking Angeles, Pampanga. After <a href="/articles/3325/emilio-aguinaldos-life-and-leadership" class="news_link">Emilio Aguinaldo</a> returned to the Philippines in <time datetime="1898">1898</time>, Cruz Herrera joined prominent nationalist leaders such as <a href="/kauswagan/articles/799/today-in-philippie-history-december-7-1830-ambrosio-rianzares-bautista-lawyer-and-gen-emilio-aguinaldo-s-confidante-was-born-in-bi-an-laguna" class="news_link">Ambrosio Rianzares Bautista</a> and <a href="/articles/2931/felipe-buencamino-a-controversial-figure-in-philippine-history-was-born-on-august-23-1848" class="news_link">Felipe Buencamino</a> to assist the new revolutionary government.

President Aguinaldo offered Cruz Herrera the position of War Director in the revolutionary cabinet. Cruz Herrera declined the military appointment, preferring to focus on public administration, civil institutions, press relations, and higher education. The post of War Director was subsequently given to General <a href="/articles/3380/antonio-luna-the-scientific-soldier" class="news_link">Antonio Luna</a>. Instead of military command, Cruz Herrera took over the direction of <em>El Heraldo de la Revolución</em>, the official newspaper of the revolutionary government, ensuring that state decrees, laws, and official reports were accurately printed and distributed.

Cruz Herrera also played a leading role in creating civil state infrastructure for the First Philippine Republic. In <time datetime="1899">1899</time>, he helped establish the Universidad Cientifico-Literaria de Filipinas, an institution designed to train public servants and lawyers for the new government, where he worked as a professor of law. He was elected as one of the delegates representing Manila in the Malolos Congress and served on the drafting committee that created the <a href="/kauswagan/articles/7/1899-constitution-of-the-republic-of-the-philippines-known-as-the-malolos-constitution" class="news_link">1899 Malolos Constitution</a>. As the Philippine-American War extended into 1900, Cruz Herrera concluded that continued armed resistance against the United States was no longer practical given the imbalance in military power. Believing that peace was necessary to prevent further destruction, he accepted the peace proposals offered by the Schurman Commission and joined other leaders in seeking civil autonomy under American rule. On <time datetime="1901-08-01">August 7, 1901</time>, following the enactment of Act No. 183 by the Philippine Commission, Civil Governor <a href="/kauswagan/articles/1717/september-15-1857-william-howard-taft-first-civil-governor-of-the-philippines-was-born-at-cincinnati-ohio" class="news_link">William Howard Taft</a> appointed Cruz Herrera as President of the Municipal Board of Manila, making him the city's first civilian Filipino Mayor.

During his time as Mayor from <time datetime="1901">1901</time> to <time datetime="1905">1905</time>, Cruz Herrera managed early modern public works and urban services in Manila. His administration established the city's main administrative center by constructing the first wooden Manila City Hall in <time datetime="1904">1904</time>. He oversaw municipal operations, public health measures, and transport issues during a time of rapid city expansion. However, his actual executive authority was limited because the Municipal Board was designed with an American majority that held final control over local laws and budgets.

Tensions between Cruz Herrera and colonial officials grew during the term of Governor-General <a href="/articles/3306/luke-wrights-1904-inauguration-and-pragmatic-colonial-policy" class="news_link">Luke E. Wright</a>. Wright's administration used aggressive police tactics through the Philippine Constabulary in Cavite and neighboring areas. At an official banquet attended by visiting American officials, including former Governor Taft, Mayor Cruz Herrera delivered a direct speech criticizing Governor-General Wright. He stated that Wright's policies showed a lack of sympathy for Filipinos and argued that abusive practices had destroyed public confidence in the colonial government. When criticized by American newspapers, Cruz Herrera publicly questioned whether Filipinos should have stopped fighting for independence. Refusing to serve as a figurehead without real authority, he resigned as Mayor of Manila on <time datetime="1905-09-18">September 18, 1905</time>.
