The administrative center and largest urban node of the province is Legazpi City, which also serves as the regional administrative hub for the entire Bicol Region (Region V). The province's internal organization comprises 15 municipalities and 3 component cities - Legazpi, Ligao, and Tabaco - spread across 720 barangays.

Artefacts recovered from these sites confirm that pre-colonial Albaynos maintained sophisticated socio-political organizations, practiced elaborate burial rituals, engaged in regional maritime trade, and mastered earthenware pottery manufacture. The epic was later published in 1895 by Fray José Castaño, preserving an invaluable allegorical account of early Bicolano civilization, environmental catastrophes, and technological adaptations. Originally recited in verse by a native bard named Kadunung, the narrative chronicles the exploits of immigrant warrior-heroes (tawong-lipod) hailing from Boltavara (identified in folk tradition as ancient India) who settled the fertile plains of Aslon and Ibalong.

The epic depicts massive tectonic and volcanic shifts - notably the simultaneous eruptions of Mount Hantik, Mount Kulasi, and Mount Isarog alongside severe inundations by the flood-god Unos - which altered river courses (such as the Inarihan), created Lake Buhi and Lake Bato, and submerged coastal settlements like Dagatnong in the Kalabangan Gulf. The allegory of heroes fighting monsters (Angonglood, Sarimao, Rabot) represents early human efforts to clear dense tropical rainforests, control riverine predators, and establish organized, agrarian settlements governed by codified laws.

Spanish Colonial Era: Conquest, Administration, and Volcanic Cataclysms

Spanish contact with Albay began in July 1569 when Captain Luis Enríquez de Guzmán, leading a reconnaissance detachment from the expedition of Mateo de Saz and <a href="/articles/3120/mart-n-de-goiti-his-legacy-as-a-conquistador-in-the-philippines" class="news_link">Martín de Goiti</a>, crossed from the offshore islands of Burias and Ticao. The party landed at the coastal village of Ibalon (located in present-day Sorsogon) and subsequently penetrated inland, encountering the established agrarian settlement of Camalig. Impressed by the native structures used to store grain harvests, the Spaniards named the settlement Camalig (from the local word for storage huts). In 1573, Juan de Salcedo explored the northern Bicol Peninsula, advancing south along the Bicol River to establish Santiago de Libon as a major Spanish outpost.

Evangelization followed rapidly. Augustinian friars initially accompanied the military expeditions, but in 1578, the Franciscan Order assumed primary responsibility for the Bicol region. Missionaries such as Father Pablo de Jesús and Father Bartolomé Ruiz formally established Camalig as an independent parish and town in 1579, making it the oldest formal municipal organization in Albay. Other settlements rapidly materialized along economic trade routes; for instance, the community of Cavasi, first documented in the 16th century, was integrated as a barrio of Polangui in 1606, transferred to Oas in 1665, and finally established as the independent municipality of Ligao in 1666.

In the early colonial structure, the entire Bicol Peninsula was managed as a single administrative unit split into two partidos: Camarines in the northwest and Ibalon in the southeast. In 1636, the Crown formally divided the region, establishing Ibalon as an independent province with Sorsogon serving as its administrative capital. Throughout the 17th century, the province faced severe economic disruptions due to recurring maritime raids launched by Moro raiders from Mindanao and the Sulu Archipelago, who targeted northeastern coastal villages for captive labor.

Despite these security challenges, the population grew steadily. Colonial demographic surveys indicate that by the late 18th century, Albay contained 12,339 native families and 146 Spanish-Filipino families. By 1818, the census recorded 35,321 native families and 1,334 Spanish-Filipino families under Albay's jurisdiction.

<p>
A definitive administrative shift occurred under Governor-General <a href="/articles/3233/the-count-of-manila-narciso-claveria-and-his-transformative-legacy-in-the-spanish-philippines" class="news_link">Narciso Clavería</a> in 1846. Via executive decree, the islands of Masbate, Ticao, and Burias were detached from Albay to form the independent <strong>Comandancia of Masbate</strong>. Albay was subsequently reorganized into four contiguous administrative districts:

The surviving populace of Cagsawa was forced to abandon their buried town center and re-establish their municipality at Sawangan, which was renamed Legazpi in honor of the conquistador <a href="/articles/3097/the-life-and-legacy-of-miguel-l-pez-de-legazpi" class="news_link">Miguel López de Legazpi</a>. The iconic belfry of the Cagsawa Church - which survived the pyroclastic avalanche - remains a historic monument to the event.
