He was born to <strong>Liberato Mabanag</strong>, a native of Camalaniugan, Cagayan, and <strong>Manuela Ragojo</strong>, who belonged to a prominent family in Bangar, La Union. This mixed Cagayan-Ilocano lineage situated Mabanag within Northern Luzon's influential socio-political networks, which produced many key figures in the early national legislature.

Mabanag's path to legal prominence began through early civil service. Between <time datetime="1903">1903</time> and <time datetime="1912">1912</time>, during the consolidation of the American colonial civil service framework, he worked as a clerk in the Executive Bureau. The Court held that an enrolled bill or resolution imports absolute verity and is binding upon the judiciary. The majority opinion declared that courts cannot look behind an authenticated copy of a law - such as examining legislative journals or evaluating internal procedural disputes - to determine whether the legislature complied with internal voting rules. To do so, the Court reasoned, would violate the separation of powers and disrupt institutional stability between coordinate branches of government.

On <time datetime="1959-07-14">July 14, 1959</time>, prior to the expiration of his senatorial term, President Carlos P. Garcia appointed Mabanag as the 30th Secretary of Justice. He succeeded interim Secretary <strong>Enrique Fernandez</strong> and took charge of the executive branch's legal department.

As Secretary of Justice, Mabanag managed state prosecutions, directed the administration of trial courts, provided legal opinions to cabinet departments, and oversaw law enforcement agencies under the department's jurisdiction. He served until the end of President Garcia's term on <time datetime="1961-12-30">December 30, 1961</time>.
