Early Life and Education
</h2>
<p>
Avanceña was born in the old town of Molo then a separate town, now a district of Iloilo City. His father, <b>Lucas Avanceña</b>, was a prominent businessman, while his mother, <b>Petra Quiosay</b>, came from a respected local family, giving him both social standing and the opportunity to pursue advanced studies.
</p>

He began his schooling in Iloilo, finishing his secondary education at Jaro College. He then moved to Manila, where he earned a Bachelor of Arts degree from the <a href="/kauswagan/articles/2884/the-history-of-colegio-de-san-juan-de-letran" class="news_link">Colegio de San Juan de Letran</a>. Avanceña next enrolled at the <a href="/articles/3223/a-historical-account-of-the-university-of-santo-tomas" class="news_link">University of Santo Tomas</a> (UST), first qualifying as a surveyor in 1891 and later completing his legal studies in 1898, obtaining the Spanish-era title Licenciado en Jurisprudencia, roughly equivalent to a Bachelor of Laws.

<h2>
Revolutionary Involvement in Panay
</h2>
<p>
During the Philippine Revolution against Spain, Avanceña became part of the comité conspirado in Panay, a clandestine group organized to expel Spanish authority from Panay and neighboring Visayan islands. When Visayan revolutionaries convened a revolutionary assembly in Sta. Barbara, Iloilo, on <time datetime="1898-11-17">November 17, 1898</time>, to organize a provisional revolutionary government, he was elected secretary of state.

On December 12, 1898, the provisional revolutionary government was reorganized as the Council of Federal States for the Visayas, which politically subordinated the Visayan provinces to the central government of the First Philippine Republic. In this new structure, Avanceña was named secretary of state of the Council and concurrently served as representative of Iloilo. When the Council transferred its seat to Cabatuan on July 16, 1899, he was chosen vice president of the body, further underscoring his stature among the revolutionary leadership in the Visayas.

Capture and Exile During the Philippine–American War
</h2>
<p>
As American forces expanded their control over the archipelago, Avanceña joined other revolutionary leaders in trying to coordinate resistance in the Visayas. However, while he and his companions were embarking on a vessel bound for Iloilo, they were captured by American forces and taken prisoner.
</p>
<p>
He was held under close surveillance for an extended period, first in Guimaras Island, then in the town of Dumangas, and finally back in Molo. Despite these restrictions, sources note that he continued to give moral support to the revolucionarios and remained sympathetic to the cause of national independence until his release in March 1901, when organized resistance in Panay had largely subsided.

Return to law practice and entry into government service
</h2>
<p>
After peace was restored in Panay, Avanceña returned to civilian life and opened a law office in Iloilo, building a reputation as a skilled and principled practitioner. His revolutionary experience and legal training soon paved the way for entry into the new civil administration under American rule.
</p>
<p>
He served as legal adviser and commissioner in the revolutionary government of Iloilo, Capiz, and Antique - roles that later segued into positions within the American colonial legal system. In the early American period he was appointed assistant attorney in the Bureau of Justice, which was then the principal government office handling prosecutions and advising the administration on legal matters.
