Javier's early life positioned him perfectly for the intellectual and radical circles of the late 19th century. He was educated in prestigious private schools run by prominent reformists, most notably under <a href="/kauswagan/articles/706/today-in-philippine-history-october-24-1853-pedro-serrano-laktaw-was-born-in-kupang-bulacan" class="news_link">Pedro Serrano Laktaw</a> - a brilliant teacher, lexicographer, and high-ranking Mason who, ironically, had once tutored a young King Alfonso XIII in Spain. Javier never finished his secondary education, choosing instead to enter the workforce, taking a job as a personero (customs clerk or official) at the Manila Customs House (Aduana).


Javier's life was completely intertwined with <a href="/articles/3326/andres-bonifacio-life-legacy-and-the-first-president" class="news_link">Andrés Bonifacio</a> and the <a href="/kauswagan/articles/906/about-the-katipunan" class="news_link">Katipunan</a> (KKK). This connection didn't happen by chance; it was forged on a factory floor.

The Warehouse Connection and the "Triangle"
</h2>

After leaving the Customs House, Javier found employment at C. Fressel & Co., a German-owned trading firm on Santa Mesa Road that manufactured cement, bricks, and mosaic tiles. It was here that he met a voracious reader and intense warehouseman (bodeguero) named Andrés Bonifacio.


Because of their daily contact at the warehouse, Bonifacio found a kindred spirit in Javier. When Bonifacio co-founded the Katipunan (the secret revolutionary society) in July 1892, he chose Javier as his very first official recruit.


To maintain total secrecy and protect members from Spanish colonial authorities, the Katipunan initially utilized the triangle system. A member would recruit two others who did not know each other; only the recruiter knew both. Bonifacio's foundational, innermost triangle consisted of:

At the Right Hand of the Supremo
</h2>

Javier quickly ascended the ranks. By 1893, he was elected to the Katipunan's second Supreme Council. His organizational skills were put to immediate use: his first assignment was to quietly enlist the working class in the Santa Cruz district of Manila. Once that network was stabilized, he was dispatched into the provinces of Laguna and Nueva Ecija to seed revolutionary cells outside the capital.





His relationship with Bonifacio was deeply personal. When Bonifacio married <a href="/kauswagan/articles/1494/today-in-philippine-history-may-9-1875-gregoria-de-jesus-was-born-in-caloocan" class="news_link">Gregoria de Jesus</a> in 1893, they didn't just have a public Catholic wedding - they held a secret, highly illegal Katipunan wedding ceremony. Restituto Javier and his half-brother, <a href="/articles/2952/jose-turiano-santiago-a-filipino-patriot-was-born-on-july-13-1875-in-tondo-manila" class="news_link">Jose Turiano Santiago</a>, served as the primary wedding sponsors (ninong>). In fact, the newlyweds spent their first week of marriage sheltering at Javier's home on Oroquieta Street.


Javier was also present for one of the most mythic pre-revolution events. On Good Friday, April 12, 1895, he joined an elite group - including Bonifacio, <a href="/articles/3301/emilio-jacinto-brains-of-the-katipunan-biography" class="news_link">Emilio Jacinto</a>, <a href="/articles/3035/jose-dizon-a-revolutionary-leader-of-the-katipunan" class="news_link">Jose Dizon</a>, and <a href="/kauswagan/articles/2853/today-in-philippine-history-october-15-1869-aurelio-tolentino-a-playwright-poet-journalist-and-revolutionary-was-born-in-guagua-pampanga" class="news_link">Aurelio Tolentino</a> - that trekked into the rugged mountains of Montalban (now Rodriguez, Rizal). They climbed into the depths of Pamitinan Cave to scout for safe bases of operations. Deep inside the cavern, using charcoal, they famously wrote on the stone walls: "Viva la Independencia Filipina!" (Long live Philippine independence!)

The Secret Code Leak and a 202-Year Exile
</h2>

In late 1895, tragedy struck Javier's revolutionary career through an internal crisis. A Spanish priest-professor at the University of Santo Tomas, Fr. Evaristo Arias, managed to intercept a letter written in the Katipunan's secret encrypted code.


A paranoid internal investigation was launched. Because the Spanish husband of Javier's half-sister happened to be close friends with Fr. Arias, suspicion immediately fell upon Javier and his half-brother, Jose Turiano Santiago. Fearing a catastrophic leak, Bonifacio took the painful step of temporarily expelling both brothers from the KKK inner circle, even though their guilt was never proven.


Despite this falling out, the Spanish colonial government made no distinction when the Katipunan was officially discovered in August 1896. Javier was instantly hunted down as a high-value target due to his historical ties to Bonifacio.


He was arrested, court-martialed by a Spanish military council for sedition and rebellion, and handed an astonishing 202-year sentence of banishment. He was marched onto a prison ship alongside other historic figures like journalist Isabelo de los Reyes and writer Pascual Poblete, and exiled halfway across the globe to San Sebastián de la Gomera in the Canary Islands, off the coast of Morocco.
