<p>
Restituto Javier was the son of Luciano Javier, a Tondo property owner.  After studying at the private schools of Pedro Serrano Laktaw and Hipolito Magsalin, Restituto found employment as a personero in the Customs House, and subsequently with Fressel & Co., the German-owned cement, brick and tile company where Bonifacio worked as a warehouseman.

Bonifacio shared most of his thoughts to him, both got acquinted and later was accepted to the Katipunan. 
</p>
<p>
He and his half brother Jose Turiano Santiago were the primary sponsors to the wedding of Andres Bonifacio and <a href="https://bit.ly/3fM8ir8" class="news_link">Gregoria De Jesus</a>.
</p>
<p>
His first assignment in the Katipunan was to enlist men of the masses in Sta.Cruz district, then was sent to Laguna and Nueva Ecija. 
</p>

<p>
He was arrested together with his half brother, and banished to the Canary Islands.
</p>

<p>
Upon his return, through a prisoner-exchange program, he joined the rebels under <a href="https://bit.ly/2D6UCbL " class="news_link">General Pantaleon Garcia</a> in Tarlac, where a revolutionary government was established in 1899. 
</p>

<p>
He passed away on December 20, 1936.
</p>
