In this pre-colonial era, the primary function of incarceration was the immediate protection of the community; offenders were confined primarily to prevent them from causing further harm to residents, rather than as part of a structured program of rehabilitation or state-mandated punishment. The establishment of the Old Bilibid Prison in the mid-19th century marked a radical departure from these traditional methods, introducing European concepts of architecture, surveillance, and state authority into the heart of Manila.

On <time datetime="1865-06-25">June 25, 1865</time>, a Royal Decree formally opened the Old Bilibid Prison, though the construction of the entire facility would not be fully completed until <time datetime="1866-04-10">April 10, 1866</time>.

The prison was constructed on a 180-meter quadrangular lot within the Mayhalique Estate, located in the Santa Cruz district of Manila along Oroquieta Street. Its central location within the capital city was a strategic choice, designed to serve as the <b>"Carcel y Presidio Correccional"</b>, or the main national correctional jail and military prison for the entire country.

The architectural layout of the Old Bilibid Prison represented a significant shift in penological theory in the Philippines. The designers utilized a radial pattern, often described as a "wagon-wheel" configuration, which was a hallmarks of 19th-century prison design across Europe and the Americas. In this model, 15 individual buildings or departments for prisoners were arranged as "spokes" emanating from a central hub.

The Carcel section was designed to house approximately 600 inmates, with further segregation based on social class, gender, and the nature of the crime. The Presidio section was reserved for long-term correctional and military prisoners, with a capacity for 527 individuals. This segregation was reflective of a legal system that viewed incarceration not just as punishment, but as a method of managing different social strata within the colonial population.

The radial design of Bilibid was part of a global conversation on prison reform. During this era, two major models dominated US and European penology: the Pennsylvania system and the Auburn system. Bilibid’s radial design favored the surveillance efficiencies of the Pennsylvania model but eventually integrated the industrial, congregate labor practices of the Auburn model, particularly during the American colonial period.

Among the most prominent individuals held at Bilibid was <a href="/kauswagan/articles/1564/july-23-1864-apolinario-mabini-was-born-in-talaga-tanauan-batangas" class="news_link">Apolinario Mabini</a>, known as the "Brains of the Revolution". Admitted on October 12, 1896, Mabini’s confinement was complicated by his physical disability, leading to his eventual transfer to the San Juan de Dios hospital. His eight-month detention ended on June 17, 1897, shortly before he became a key adviser to Emilio Aguinaldo.

The prison also held <a href="/kauswagan/articles/1322/today-in-philippine-history-october-29-1866-antonio-luna-was-born-in-binondo-manila" class="news_link">Antonio Luna</a>, who would later become a general in the Philippine Revolutionary Army. In November 1885, as a 19-year-old pharmacy student, Luna was briefly incarcerated alongside <a href="/articles/3340/mariano-vivencio-del-rosario-scientist-and-patriot" class="news_link">Mariano Vivencio del Rosario</a> and Justo Martin. While their specific crimes were not recorded, their presence in Bilibid underscores the colonial administration’s practice of detaining young intellectuals who showed signs of political dissent.

In 1865, Bernabe España, the Alcalde Mayor of Cavite, conducted an inspection of the jail and found that many inmates did not know the reason for their detention or the length of their sentences. This highlights a systemic lack of transparency in the colonial judicial process, where incarceration often preceded formal trial or even notification of charges.

The industrial divisions within Bilibid made both household and office furniture, including massive dining tables crafted from single pieces of molave wood. These products were sold through the institution, and while inmates were theoretically compensated for their labor, the availability of funds was often inconsistent. This industrial model aimed to provide prisoners with marketable skills, but it also transformed the prison into an economic actor within the colonial market.
