Carlos P. Garcia was raised in a family deeply immersed in local civic duty. His parents, <strong>Policronio García</strong> and <strong>Ambrosia Polístico</strong>, were natives of Bangued, Abra, who settled in Bohol, where Policronio served as municipal mayor for four consecutive terms.

Garcia completed his primary schooling in Talibon before attending Cebu Provincial High School. He pursued higher education at Silliman University in Dumaguete City, Negros Oriental, before transferring to the Philippine Law School in Manila. A brilliant legal thinker, Garcia graduated valedictorian of his law class in <time datetime="1923">1923</time> and placed among the top ten examinees in the <time datetime="1923">1923</time> Philippine Bar Examinations.

Before embarking on his political career, Garcia spent two years as a teacher at the Bohol Provincial High School. Beyond law and academia, he gained national fame for his literary works in the Cebuano language. His lyric poetry earned him the moniker "Prince of Visayan Poets" and the "Bard from Bohol."

Political Ascent and Wartime Resistance

Garcia entered public office in <time datetime="1925">1925</time>, securing a seat as Representative of the Third District of Bohol. He served two consecutive terms in the House of Representatives until <time datetime="1931">1931</time>. In <time datetime="1933">1933</time>, he was elected Governor of Bohol, serving until <time datetime="1941">1941</time>, when he successfully secured a seat in the Senate of the Philippines.

World War II disrupted the convening of Congress following the <time datetime="1941-12">December 1941</time> Japanese invasion. During the occupation, Garcia refused to collaborate with the puppet administration. Instead, he joined the anti-Japanese guerrilla resistance in the Visayas, serving as a political advisor to the free local government and guerrilla forces in Bohol. Following liberation in <time datetime="1945">1945</time>, he assumed his seat in the re-convened Senate, serving as Senate Minority Floor Leader and building a reputation as an authority on foreign policy.

Vice Presidency and Foreign Affairs (<time datetime="1953">1953</time>–<time datetime="1957">1957</time>)
</h2>
<p>
In the <time datetime="1953">1953</time> presidential election, Garcia ran as the vice-presidential candidate alongside Nacionalista Party presidential candidate <a href="/articles/3293/ramon-magsaysay-champion-of-the-masses" class="news_link">Ramon Magsaysay</a>. The ticket scored a landslide victory. President Magsaysay appointed Vice President Garcia as Secretary of Foreign Affairs.

As Vice President, Garcia was sworn into office as President on <time datetime="1957-03-18">March 18, 1957</time>. He subsequently won a full four-year term in the presidential election of <time datetime="1957-11">November 1957</time>.
