Such citizens might also purchase up to 100 hectares of public land in case of individuals and up to 1024 in the case of corporations, 61% of the capital stock of which, however, had to be owned by citizens of the Philippine Islands or the United States.

Leases continued to be limited to 1024 hectares under the same restrictions as to citizenship, except that citizens of countries which permitted citizens of the Philippine Islands the same right to lease public land as their own citizens, might also lease such lands here, and, as to corporations which did not have the qualifications stipulated, these might still lease up to 1024 hectares of public land <i>"with the express authority of the legislature"</i>. 
</p>

<p>
Leases were limited to a period of 25 years, renewable for another period of 25 years, but in case of important improvements, a third period, not to exceed 25 years, could be granted at the discretion of the Secretary of Agriculture and Natural Resources.  Executive authority for the enforcement of the law was given to the Secretary of Agriculture and Natural Resources through the Director of Lands.
