Both the police and Atty. Dela Cruz confirmed that there was no court order issued allowing Abayon to visit his family in San Isidro town.


It was learned from Allen PNP Station that the Bureau of Jail Management and Penology (BJMP)did not immediately report the said incident to the police nor asked assistance to recapture the escapee. It took four days before the incident was reported to the police.


In the same press conference, Representative Raul Daza of the province’s first district admitted that the practice of letting an inmate out of the jail without court order for personal reason has been practiced not only in Allen Sub Provincial Jail but also in other jails in the province.


But Rep.Daza clarified that such practice is strictly prohibited under the law and the BJMP does not tolerate it. However, he admitted that there are scrupulous jailguards who secretly do in exchange of a favor.


Meanwhile, a police officer from Allen PNP Station disclosed that a jailguard escorting an inmate outside the jail without court order receives a certain amount of money from the inmate.
