Geopolitical Context: Pageantry under Martial Law

To understand why the 1974 pageant was so significant, you have to look at the political landscape of the era. President Ferdinand Marcos Sr. had <a href="/articles/3417/philippine-martial-law-the-truth-of-september-21-1972" class="news_link">declared Martial Law</a> less than two years prior, in <time datetime="1972-09">September 1972</time>. The administration was highly motivated to shift the international media's focus away from political crackdowns and human rights criticisms, aiming instead to market the Philippines as a safe, peaceful, and glamorous destination under their new banner: the "New Society" (<i>Bagong Lipunan</i>).

First Lady <a href="/kauswagan/articles/2454/today-in-philippine-history-july-2-1929-imelda-romualdez-was-born-in-san-miguel-manila" class="news_link">Imelda Marcos</a> spearheaded the bid to bring Miss Universe to Manila immediately after Filipina <a href="/kauswagan/articles/2811/today-in-philippine-history-september-15-1953-margie-moran-a-filipino-beauty-queen-actress-and-peace-advocate-was-born-in-manila" class="news_link">Margie Moran</a> won the crown in Athens in 1973. The campaign was highly successful. According to data from the Department of Tourism, international tourist arrivals spiked from 779,000 in 1973 to over 955,000 in 1974, fueled largely by the global media blitz surrounding the pageant.

However, this international PR success came with internal controversy. To clear the way for the event, Imelda Marcos quietly diverted construction funds away from the planned National Museum and Art Gallery, focusing state resources entirely on a venue that could accommodate the pageant's massive scale.

The Architectural Miracle: Folk Arts Theater in 77 Days
</h2>

With the pageant secured, the government faced a glaring crisis: Manila did not have an indoor venue large enough to host 10,000 spectators and a massive live television broadcast. Imelda Marcos turned to visionary architect Leandro Locsin (later named a National Artist for Architecture) and gave him an impossible deadline: design and build a massive amphitheater in less than three months.

Locsin designed a magnificent Brutalist structure featuring a sweeping, "floating" concrete aesthetic. To meet the deadline, construction firm D.M. Consunji, Inc. (DMCI) utilized off-site precast concrete components. Nearly 2,000 workers labored in overlapping 24-hour shifts.
