Before his appointment to Manila, Marquina was far from a typical career bureaucrat. Born in Alicante, Spain, in 1733 to minor nobility - with a mother, Mary FitzGerald, who traced her roots back to Irish earls - Marquina was an intellectual and a man of science. He was a brilliant mathematician and astronomer who spent over a decade (1757–1769) teaching these exact disciplines at the prestigious Naval Academy in Cartagena.

However, on <time datetime="1789-08-15">August 15, 1789</time>, a royal decree heavily influenced by Marquina's recommendations officially made Manila an open port to foreign commerce from all nations, though European goods themselves remained restricted.

When a catastrophic smallpox epidemic ripped through the islands, Marquina bypassed the slow imperial bureaucracy, releasing large sums of money directly to local parish priests - who acted as the frontline social workers of the era - to provide immediate relief to impoverished, grieving families. He also brought intense scrutiny to the obras pias (charitable funds managed by religious orders), forcing them to be administered honestly rather than serving as slush funds for wealthy merchants.

Yet, his biggest headache came from the south. Year after year, Moro raiders successfully evaded Spanish naval fleets, striking coastal towns in the Visayas and Luzon. Frustrated by a navy that could do little more than play defense, Marquina wrote a despondent letter to the King in 1789, famously lamenting that "the continual warfare of the Moros was an evil without remedy." Over a 15-year window spanning his term and that of his predecessor, <a href="/articles/3250/jose-basco-y-vargas-the-visionary-behind-economic-reform-and-batanes-annexation" class="news_link">José Basco y Vargas</a>, the colonial treasury burned through more than 1,500,000 pesos fuertes simply building and arming defensive vessels to chase pirates, with very little to show for it.
