On July 4, 1901, the civilian government under the Americans was inaugurated in Manila, creating the "Second Philippine Commission" with William Howard Taft as first civil governor, a position in which Taft was very popular with both Americans and Filipinos. Thereafter the Philippine Commission became the sole legislative body for the Islands until the inauguration of the Philippine Assembly on October 16, 1907.
