Speaking before a Bostonian audience, Forbes stated that while Filipinos "now have freedom and opportunity for movement, in speech, in worship, and in employment, and free access to our markets and our shores", the measures under consideration might result in much more of an oligarchy than the form of government they now enjoy.

<p>
Earlier in 1921, President Warren G. Harding sent Forbes and Leonard Wood as heads of the Wood-Forbes Commission to investigate conditions in the Philippines.  The Commission concluded that Filipinos were not yet ready for independence from the United States.  This finding was widely criticized in the Philippines.
