From 1935 to late 1939, then-Lieutenant Colonel Eisenhower served as the senior assistant to General Douglas MacArthur, the Military Adviser to the Philippine Commonwealth. It was Eisenhower who pulled the heavy analytical weight behind the scenes, principally drafting Commonwealth Act No. 1 (the National Defense Act), which effectively built the Philippine Army from scratch.
