Freer Neighbors Increased Filipino Discontent with Spanish Rule

Our Philippine archipelago is surrounded, as you know, by foreign colonies in which "Habeas Corpus" guarantees all the "Rights of Man". Comparison of our sad status with the life of liberty and progress in those neighboring lands for many years has been creating sorrowful impressions that, naturally, have greatly affected the social problem.
