On May 20, seventy-two native Filipino volunteers serving under the Spanish military detachment at San Roque and Caridad defected, surrendering their Remington and Mauser rifles to Aguinaldo. They were promptly dispatched to Dalahican Beach to form a defensive perimeter against potential Spanish incursions into Cavite Puerto.

Recognizing the need for centralized authority during a time of total war, Aguinaldo established a Dictatorial Government on May 24, 1898, at the mansion of Maximo Inocencio along Calle Arsenal. Spanish Brigadier General Leopoldo García y Alpago (Peña) commanded a force of roughly 2,800 Spanish troops, but his units were loosely scattered across Cavite province, heavily demoralized, and isolated due to the American naval blockade. Upon receiving intelligence that a major consignment of rebel arms was being distributed in Imus, General Peña ordered a vanguard column of more than 270 elite Naval Infantrymen, commanded by Captain Pedro Castila, to march on Alapan and seize the weapons before the planned May 31 uprising could materialize.
