Director Asis identified the five “Peace and Property Roads” as the 35 kilometers San Isidro –Lope de Vega Road; the 9.8 kilometer Bangkerohan_Galutan-Imelda-Hinatad-McKinley Road; the 20 kilometer Trujillo-Duran-Gemaraganan Road; the 12.1 kilometer Polangi-Gebulwangan-Quezon-Trangue-Mabini Road; and the 13.5 kilometer Colab-og-Lugib-Buenasuerte-Pasabuena-Maxvilla Road.


The DPWH Region 8 Director added that the detailed engineering will immediately follow upon completion of the pre-construction survey by the Northern Samar 1st District Engineering Office.


Through the initiative of President Benigno S.quino III, the said new roads will be all weather gravel roads that will connect the hinterlands in Samar Islands.


It would be recalled that the Regional Peace and Order Council of Eastern Visayas under the chairmanship of Leyte Governor Carlos Jericho L. Petilla, upon the request of the Army’s 8th Infantry Division, endorsed a resolution to hasten the construction of road networks connecting the tri-boundaries of the three provinces as one of the ultimate solution to end insurgency in the area.


Major General Mario Chan, commanding general of the 8th Infantry Division of the Philippine Army, said the army has long asserted among the local government units concerned to push for road construction projects, especially those villages in the hinterlands of Samar, saying their isolation remain advantageous for communist members to “influence and terrorize” the barangays.


“These areas in the tri-boundary of Samar is really heavily forested that it is even hard for our soldiers to go to the area by air through our helicopters. Much more by land as there are no road networks for easier access for our services,” Maj. Gen. Chan disclosed to fellow RPOC members during its meeting in Catarman.


During the said meeting on February 23, 2011, Governor Petilla said that with the endorsement by the RPOC and the RDC, the national government may, take cognizance on the importance and immediacy of the project and provide funds for it. (PIA 8)
