Born on <time datetime="1923-09-23">September 22, 1923</time>, Fernandez was highly educated, attending the Ateneo de Manila University before heading to the United States to earn an undergraduate degree from Fordham University and a Master of Business Administration (MBA) from Harvard Business School.


When he returned to the Philippines, he didn't just join the banking industry; he actively sought to reform it. In 1960, he founded the Far East Bank and Trust Company (FEBTC). At the time, the Philippine banking sector was heavily dominated by powerful, single-family conglomerates. Jobo envisioned something entirely different: a bank with highly diversified ownership where no single family or shareholder group held absolute control. This corporate governance model prioritized long-term stability and private-sector professionalism over dynastic interests - a philosophy that would later define his public service.

The 1983 Crisis and the "Reserve Padding" Scandal
</h2>

By late 1983, the Philippines was facing an economic nightmare. The assassination of opposition leader <a href="/kauswagan/articles/778/today-in-philippine-history-november-27-1932-benigno-aquino-jr-was-born-in-concepcion-tarlac" class="news_link">Benigno "Ninoy" Aquino Jr.</a> in August of that year triggered catastrophic capital flight (where domestic and foreign investors rapidly pull their wealth out of a country due to instability). The Philippine peso was plunging, dropping from around 8 pesos to over 20 pesos per U.S. dollar, and foreign reserves were critically depleted.


Making matters worse, the International Monetary Fund (IMF) exposed a massive scandal: the Central Bank, under then-Governor Jaime Laya, had been caught "reserve padding" - falsely inflating the country's reported international cash reserves by an astonishing $1.1 billion to hide the severity of the crisis.


With international credibility utterly shattered and foreign lenders freezing credit lines, President <a href="https://kahimyang.com/kauswagan/articles/595/today-in-philippine-history-september-11-1917-ferdinand-e-marcos-was-born-in-sarrat-ilocos-norte" class="news_link">Ferdinand E. Marcos</a> desperately needed an untainted, highly respected private-sector expert to restore global trust. He turned to Jobo Fernandez, appointing him as the 6th Governor of the Central Bank on <time datetime="1984-01-19">January 19, 1984</time>.

Mopping Up Liquidity: The Infamous "Jobo Bills"
</h2>

Fernandez walked into an office facing a double-digit hyperinflation rate that rocketed past 50 percent in 1984. The country had already declared a moratorium - a temporary suspension - on its external debt repayments.


To break the back of this runaway inflation, Fernandez implemented an aggressive stabilization program. His signature move was the introduction of short-term, non-reserve-eligible Central Bank notes, popularly known as "Jobo bills".


To attract investors and absorb the excess money circulating in the economy, Fernandez pushed interest rates on these bills to staggering heights, sometimes exceeding 40 percent.
