A Regional Vice-President of the state insurer has been placed under a three-month preventive suspension last year pending an administrative case filed against him by the Senior Vice President of the Legal Sector.


The charges included grave misconduct, grave abuse of discretion and violation of the Code of Conduct and Ethical Standards for government officials and employees. And oh, yes, conduct grossly prejudicial to the best interest of the service.


Okay, alright. There's nothing unusual there. It happens in almost every company or agency. But what is shocking are the events that led to the charges.

You see, on his red-letter day last year, our birthday boy received a very peculiar gift in his office. It was an enormous box brought into the premises of PhilHealth's regional office where he and his subordinates were celebrating.


From the big box, a scantily clad girl came out to everybody's surprise. The girl, dressed in nothing but her underwear, danced and gyrated provocatively in front of the birthday boy.


Without any consideration that it was a government office, the birthday boy allegedly enjoyed every minute of the show and was even seen smiling in a viral video of the scandalous performance in the presence of PhilHealth employees. He reportedly did not lift a hand to stop the outrageous incident nor did he report or issue any reprimand to the subalterns who brought the girl inside the PhilHealth office.


The office of the SVP-Legal Sector has reportedly constituted an ad hoc committee that was to hear the administrative case of the birthday boy. So far, nothing has been heard of it.



By the way, our birthday boy allegedly also facilitated the disbursement of an employee's salaries, benefits and allowances amounting to P1.188 million even if the said employee has continuously failed to submit his daily time record (DTR) for a period stretching for more than three years.
Oh, well.
