On April 3, 1881, he left for Spain to study at the Universidad Central de Madrid. He obtained a doctor of laws degree in 1885. In the same year he got married in Madrid to Roquieria, a Spanish Senorita, by whom he had two daughters, Angelita and Jesusa.

<p>
In Spain, he became an active and the only Cebuano propagandist. He believed that Spanish law should similarly be applied in the Philippines. In 1886 he was made president of a general autonomist organization whose aim was to collaborate with Puerto Ricans and Cubans in securing rights for Spain's overseas provinces. He was a member of the editorial staff of the newspaper Espana en Filipinas published by the Filipino reformists, replacing <a href="https://kahimyang.com/kauswagan/articles/1190/today-in-philippine-history-june-19-1861-dr-jose-p-rizal-was-born-in-calamba-laguna" class="news_link">Jose Rizal</a> as editor later. In 1889, he became a member of the nationalist society called R.D.L.M., founded by Rizal in Paris.

He worked closely with Rizal and <a href="https://kahimyang.com/kauswagan/articles/554/today-in-philippine-history-august-30-1850-marcelo-h-del-pilar-was-born-in-cupang-bulacan-bulacan" class="news_link">Marcelo del Pilar</a> to bring harmony and unity among Filipinos in Madrid. They formed a committee to draw up the statutes transforming the diverse Filipino groups into a single entity under one head.

He was a confidant of Rizal; the two shared a house in Madrid.

In 1886, he affiliated with the masonic lodge Solidaridad.

In 1891, Llorente was back in Cebu. He became segundo teniente of the Ayuntamiento of Cebu and its justice of the peace. In 1894, he held the office of Magistrado suplente in the Audiencia de la Criminal of Cebu until the outbreak of the revolution.

He was imprisoned at the Cotta de Cebu, tried by the military court and sentenced to die. Segismundo Moret, ex-minister of the colonies, intervened and had him freed.

On December 24, 1898, the Spanish troops under Gen. Adolfo Gonzales Montero evacuated Cebu, leaving government control to the Filipino revolutionary committee of which Llorente was the vice president with Luis Flores as president, Mariano Veloso as councilor of finance, General Arcadio Maxilom as councilor of police, and Segundo Singson as councilor of justice.

Earlier, Aguinaldo in Malolos delegated to him the establishment of the revolutionary government in Cebu. But this was shortlived. The Americans occupied the province on February 22, 1899. On April 16, 1899, he was appointed president of the provincial council of Cebu replacing the outgoing president Luis Flores.
