In 1878, he completed his Bachelor of Arts, where he was noted for his exceptional performance in mathematics. In 1890, Evangelista traveled to Madrid, Spain, joining the community of Filipino patriots and intellectuals who were advocating for reforms in the colonial administration. During this period, he became a close associate of <a href="/kauswagan/articles/1190/today-in-philippine-history-june-19-1861-dr-jose-p-rizal-was-born-in-calamba-laguna" class="news_link">Jose Rizal</a>, the leading figure of the Propaganda Movement. Rizal, who understood that a future independent Philippines would need more than just lawyers and writers, recognized Evangelista's mathematical talent. He advised Evangelista to move to Belgium to study engineering, arguing that the technical development of the nation was a strategic necessity.

Belgium at the time was one of the most industrially advanced nations in Europe, and the University of Ghent was renowned for its rigorous engineering curriculum. Evangelista followed Rizal's advice and enrolled in the University of Ghent, where he studied civil engineering and architecture. His performance at the university was extraordinary; he finished his studies with highest honors, earning a degree that put him on par with the best technical minds in Europe.

The professional opportunities available to him upon graduation were immense. He received numerous offers of high-paying employment from European institutions and was even invited to pursue a career in Latin America. However, his commitment to his homeland outweighed personal gain. Despite the possibility of a prosperous life in Europe, he chose to return to the Philippines as soon as he heard of the revolutionary outbreak.

Arrival in a Revolution and Military Engineering Innovation

Evangelista returned to Manila in September 1896, only weeks after the <a href="/articles/3289/cry-of-pugad-lawin-august-23-1896" class="news_link">Cry of Pugad Lawin</a> had signaled the start of the armed uprising. His return was immediately complicated by the Spanish authorities. Because he was found to have copies of Rizal's novels, Noli Me Tangere and <a href="/kauswagan/articles/1276/today-in-philippine-history-september-18-1891-dr-jose-rizals-el-filibusterismo-was-published-in-ghent-belgium" class="news_link">El Filibusterismo</a>, in his possession, he was arrested and imprisoned on suspicion of sedition. These novels were illegal at the time and served as evidence for the Spanish that he was part of the revolutionary underground.

Evangelista eventually escaped from prison and made his way to Cavite, the epicenter of the revolutionary movement. Aguinaldo, who lacked formal military training but possessed strong tactical instincts, immediately utilized Evangelista's engineering skills. He was appointed Director-General of the Engineering Corps and later promoted to Lieutenant General.

Spanish military officials who encountered these defenses were often surprised by their sophistication. One Spanish general remarked that Evangelista's works were "fortifications of the future," acknowledging that they were superior to typical colonial defenses. Evangelista's specialty was the "zigzag" trench, which minimized the impact of shell fire and prevented the enemy from clearing a long stretch of trench with a single volley. His methods essentially brought World War I-style trench warfare to the Philippines twenty years before it became the standard in Europe.

During this meeting, Evangelista was tasked by both factions to draft a constitution for a new revolutionary government.

The draft constitution submitted by Evangelista sought to establish a formal republic with a clear legal framework. Bonifacio argued that the Katipunan already functioned as a government with its own set of laws and that a new constitution was unnecessary. Despite the constitutional setback, Evangelista's reputation grew. Aguinaldo, recognizing Evangelista's intellect and European education, publicly recommended that Evangelista be elected as the President of the revolutionary government. Aguinaldo believed that Evangelista was "the most educated" man in the organization and that his technical background and calm demeanor would "command the respect of the Spaniards" during negotiations. At the time, Evangelista was so popular among the soldiers and leaders that many believed he would have been elected president had the vote taken place under different circumstances.
